Purpose

of Post
  • To support the Highways Capital Lead and deputise as necessary, in the overall development and delivery of the Welsh Government's annual programme of Highways related projects across the Strategic Road Network in South Wales in accordance with the Welsh Government's requirements.
  • To support the Highways Capital Manager and Highways Capital Lead in the management and development of the Highways Teams ensuring effective co‑ordination, programming and contract administration of all projects on the network to ensure compliance with the Welsh Government's requirements.
  • To manage and coordinate highway maintenance and renewal schemes ensuring compliance with Welsh Governments policies and procedures, SWTRA quality management processes and current standards.
Responsibilities
  • To be responsible for the procurement, delivery and administration of the design and construction of Highways and Structures projects through procured design and construction services.
  • To manage the delivery of highways and structures related projects across a variety of different asset groups through the engagement, management and direction of service providers for both design and construction services in line with current design standards in conjunction with SWTRA's quality management processes.
  • To manage and implement a performance management regime for service providers in relation to the administration of design and construction services.
  • To develop and review processes to ensure that allocations are utilised efficiently and effectively, and that works are delivered to time cost and quality, without undue public or media reaction.
  • To work closely with SWTRA's Area Operations, Network Management teams, Service Providers and stakeholders to establish, manage and update co‑ordinated annual programme of works that comply with the occupancy strategy for the SWTRA network.
  • To assist Welsh Government in the planning and prioritisation of annual programmes of works.
  • It is the responsibility of every employee within the South Wales Trunk Road Agent to comply with the Health and Safety, environmental and quality policies as defined within the SWTRA Integrated Management System.
  • Any other duties required in the delivery of objectives commensurate with the grading of the post.
