Responsibilities
  • Drive the development of corporate US import compliance strategies and monitor team performance and metrics.
  • Incorporate the US import compliance vision into all elements of the plan.
  • Identify subject matter experts on the import compliance process, tools and applications.
  • Manage a team of direct and indirect resources to support the execution of strategy deployment plans.
  • Contribute to multi-functional, regional and global assignments.
  • Drives US import compliance requirements throughout the supply chain and organization.
  • Identify and develop US import compliance process improvements to meet current and future business needs.
  • Lead efforts to minimize US customs fines/penalties and mitigate duty/tariffs impacts through FTAs (USMCA), FTZs/bonded warehouses, and HTS Chapter 98 provisions.
  • Administer and oversee US customs broker contracts and agreements, including monthly KPIs and business reviews.
  • Participate in business process improvements to reduce customs entry delays and improve transit times; ensure Celestica is compliant with US customs and regulatory laws.
  • Establish strong policies and procedures for US import compliance processes.
  • Lead Trade Agreements Act (TAA) and Buy America Act (BAA) qualification efforts.
  • Oversee development and implementation of US import compliance training where needed.
  • Directly manage a group of import compliance employees, including training, performance, development, motivation and recognition.
  • Establish department goals/measurements and manage resources to achieve them, including financial forecasting of Trade Compliance expenses.
  • Provide monthly operational and financial reporting of trade compliance expenses, refunds and recoveries with stakeholders.
  • Review technology and AI tools and make strategic recommendations to improve flow of Trade Compliance information.
Qualifications / Knowledge & Skills
  • In-depth knowledge of import compliance and its impact on SCM, inventory, and site revenue management.
  • Broad knowledge of electronic manufacturing environments, materials, and processes.
  • Strong knowledge in all areas of import compliance, including valuation methodologies, country of origin determinations, HTS classification, and partner government agency requirements.
  • Excellent analytical, negotiation, and problem-resolution skills.
  • Effective verbal and written communication skills with a wide range of internal and external customers.
  • Expert-level metrics reporting and presentation capability for import compliance.
  • Ability to guide business units to achieve US site compliance tariff management results and maintain relationships with site GMs and Controllers.
  • Strong knowledge of Free Trade Agreements, HTS classifications, country of origin determinations, and Customs valuation methodologies.
  • Strong communication and presentation skills.
  • Significant multi-tasking and time-management skills; ability to lead, train and motivate a diverse team.
  • Expert understanding of customs rules and regulations.
  • Extensive knowledge of global supply chain, manufacturing processes, and integrated ERP (SAP) applications.
  • Strong knowledge of US import/export laws.
  • Ability to design and develop complex systems, processes and business relationships.
  • Strong cross-functional project and team leadership skills.
  • Ability to handle multiple tasks with attention to detail under tight deadlines.
  • Broad understanding of financial reporting related to Trade compliance.
Physical Demands
  • Duties are performed in a normal office environment.
  • Requires continuous light physical effort and exertion including prolonged repetitive motion; may involve standing or sitting in a confined workspace.

Experience & Education
  • Typical

    Experience:

    10+ years in the Trade Compliance field; experience with a customs broker and/or high-volume electronics importer; position requires a Customs Broker License.
  • Typical

    Education:

    Bachelor’s degree in Business, International Trade, or related field, or equivalent combination of education and experience. Educational requirements may vary by geography.
