Project Overview

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons of radioactive and chemical waste. WTCC, a limited liability corporation, is a subcontractor to BNI, the prime contractor, to deliver construction, turnover, startup, and commissioning activities.

This position is located at the Construction Site (22 miles north of Richland). Typical shift is 4 x 10 schedule, Monday–Thursday 6:30 am–5:00 pm or 5:30 pm–4:00 am, subject to change. Weekend, overtime, holiday, or night shift work may be required.

Job Summary

Supports the project by participating in internal and external cost and schedule reviews, performing cost tracking and reconciliation, and supporting long‑range planning efforts and integrated project teams.

Major Responsibilities
  • Provides comments and recommendations for scheduling requirements related to staffing and project controls.
  • Defines project needs for cost control in accordance with Bechtel and client contractual requirements.
  • Manages and evaluates discipline‑specific workload and detailed staffing plans for cost engineering, planning, and scheduling activities.
  • Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.
  • Prepares and analyzes comparisons of scope, schedule, and cost data.
  • Performs data analysis, identifies problems, and makes recommendations.
  • Identifies trends and supports the overall cost trend program, including development of trends as required. Reviews labor estimates for reasonableness.
  • Interfaces with designated Bechtel management and client counterparts for cost, planning, and schedule. Prepares and presents cost engineering and scheduling information to management/client.
  • Supervises and provides coaching on the timely preparation of cost estimates, cost reports, schedules, and performance of cost and schedule control and planning activities.
  • Conducts personnel performance reviews.
Education and Experience Requirements
  • Bachelor’s degree and 5–8 years of experience, or 9–12 years of relevant work experience.
  • Must be authorized to work and remain in the United States without Bechtel visa sponsorship now or in the future.
  • Must complete and pass a pre‑employment drug screen, physical (if located at the construction site), and background check, including verification of employment and education.
  • Must obtain a Department of Energy badge for access to the Hanford Site; teleworkers must also comply with security requirements.
  • Non‑U.S. citizens from highly security‑concerning countries are subject to additional security requirements that limit site access.
  • Must be physically able to conduct field inspections and participate in project walk‑downs requiring extensive walking, climbing ladders, using fall protection, and maneuvering in confined spaces.
Required Knowledge and Skills
  • Experience in cost engineering functions: estimating, control, analysis.
  • Excellent interpersonal teamwork and communication skills.
  • Ability to work under pressure and with minimal supervision.
  • Proficiency in PC operating systems and applications such as Excel, Word, and PowerPoint.
  • Basic knowledge of Primavera P6 and COBRA software applications.
  • Strong data/statistical analysis skills.
  • Advanced knowledge using Power BI.
