** NATURE OF POSITION
** Direct human resource programs and functions including classification, compensation, benefits, training, selection and recruitment to ensure consistent and fair treatment of applicants and employees of the Agency. Oversee the negotiations and compliance of collective bargaining agreements. Maintain compliance with applicable employment laws.
** ESSENTIAL DUTIES AND RESPONSIBILITIES
*** Develop organization strategies; identify and research human resource issues; recommend organizational strategies and direction; establish human resource objectives to support organizational goals.
* Implement human resource strategies; establish department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AAP/EEO compliance, and labor relations.
* Partner with management to communicate human resource policies, procedures, programs, and laws.
* Represent the Agency in arbitration and mediation of collective bargaining agreements, monitor contract compliance, interpret contract language for managerial staff, respond to grievances, work to ensure on-going positive labor/management relations.
* Develop and implement Worker’s Compensation (WC) policies and procedures in coordination with FMLA and ADA regulations; provide training to staff and management in WC practices; consult with outside legal counsel as needed; comply with all applicable statutory regulations.
* Research, recommend, and administer cost-saving programs to reduce WC claim costs such as Stay at Work Program and Employee Return to Work programs (e.g. light duty, shorter hours, temporary job assignment).
* Manage employment claim process; respond promptly, track and monitor claim progress, and consult with outside legal counsel for best course of action as needed; maintain documentation.
* Develop and implement recruiting and applicant tracking process to align with Agency’s AAP/EEO programs to target outreach groups (e.g. women, minorities, veterans, disabilities).
* Collect, organize, and analyze affirmative action data; monitor compliance with planned outcomes to ensure fair and consistent recruitment and selection processes; comply with all applicable laws and Agency guidelines.
* Oversee selecting, orienting, and training of employees; develop personal growth opportunities.
* Plan, direct, and review the work plan for assigned staff; assign work activities; ensure compliance with Agency policies and procedures.
* Develop, monitor, and manage budget items related to department; develop and review cost estimates for human resource services; research and analyze data for cost effective improvements.
* Ensure all required Federal and State workplace posters are current and posted appropriately.
* Administer comprehensive training program including identifying needs and resources, determining content, scheduling, and workplace conduct training (e.g. harassment, violence, business ethics, diversity).
* Conduct and/or assist investigations when employee complaints or concerns are brought forth.
* Collaborate with risk management for the implementation of company safety and health programs; monitor the tracking of OSHA-required data and reporting.
* Ensure data compliance for Human Resource Information Systems (HRIS).
