Overview

The City of Richmond is currently looking to hire a Regular Full-Time Planner Analyst to join our Building Approvals team. This position involves 40% statistical analyses, 30% policy and procedure analyses and 30% permit review. The Planning Analyst will provide professional research, data management, GIS and analytical services to Building Approvals and community partners.

Examples of key responsibilities include, but are not limited to:
  • Prepare, administer and implement annual department research, data management and GIS work programs and budgets
  • Gather, analyze, explain and disseminate a wide range of federal, provincial, regional, municipal, institutional and private sector statistical demographic and land use data.
  • Manage annual information requirements.
  • Perform advanced statistical and building typology analysis utilizing application related material, environmental information, spatial growth patterns (e.g., OCP, regional plan) and other policy related initiatives.
  • Perform survey and data management activities.
  • Assist in the formulation and preparation of Departmental planning policies and procedures.
  • Research, analyze and interpret a wide variety of data relevant to programs and projects; prepares reports and recommendations for consideration, establishing alternate approaches to address needs or interest of diverse stakeholders.
  • Review building permits for compliance with Development Permit and Zoning regulations.
  • Collaborate with other departments on process optimization and technological advancement initiatives.
  • Knowledge, Skills, and Abilities to allude to knowledge of Zoning Bylaw and Development and Building Permit processes.
Knowledge, Skills & Abilities:
  • Knowledge of Building Approvals’ practices, principles, techniques and the methods applicable to the work performed and of the current trends and development in community design.
  • Knowledge of the rules, regulations, policies, bylaws and objectives governing the operations of the Building Approvals Department.
  • Knowledge and practical experience in the latest GIS software such as Arch Info 9.x, ArcGIS Spatial Analyst, ArcGIS 3D Analyst, ArcGIS Geostatistical Analyst, Arc Toolbox and model building, Community Viz, GIS Database Systems.
  • Ability to prepare, maintain, proof and edit various analyst reports.
  • Ability to create, modify and update spreadsheets and databases.
  • Ability to maintain data contacts.
  • Ability to think holistically and strategically.
  • Ability to work in a thorough, discreet and professional manner exercising tact at all times.
  • Ability to work both independently and interdependently while exercising sound judgement and initiative.
  • Ability to work in a challenging and fast‑paced environment effectively managing deadlines and possessing excellent planning, administrative and multi‑tasking abilities.
  • Intermediate to advanced knowledge of Word, Excel, Outlook, PowerPoint, Microsoft Access and REDMS.
  • Strong organizational and communication skills.
  • Strong written, verbal and interpersonal skills.
  • Excellent customer service skills.
  • Effective team building and community group support skills.
  • Ability to use MS Office software, REDMS, AMANDA or similar records management systems.
  • Ability to successfully pass a Police Information Check.
Qualifications and

Experience:
  • A Bachelor’s degree is required with an emphasis on Governmental Policy or related discipline.
  • A minimum of one (1) year of related experience in planning, research, data management, statistical analysis, projects and related software. Experience preferably within a municipal environment or an equivalent combination of training and experience.
  • A Master’s degree is preferred.
Working Conditions:
  • Duties performed in an office environment.
