Health & Safety Manager – Refinery Construction
Location: Richmond, CA
Salary Range: $140,000 – $160,000 per year
Responsibilities- Provide support to internal teams and stakeholders with overall construction oversight and progress reporting.
- Own and manage direct contracts and budgets, ensuring alignment with cost budgets.
- Develop and coordinate detailed project plans, including scope, timelines, and resource allocation.
- Ensure all projects adhere to health and safety regulations, conducting regular site inspections and audits.
- Identify and address quality, safety, health, and environmental issues.
- Proactively manage construction risks and coordinate GC actions on risk.
- Support the design process by reviewing drawings for constructability and providing early construction input.
- Create and coordinate monthly, daily, and event reports for the construction team.
- Issue meeting minutes and documentation for site progress meetings and other required meetings.
- Coordinate and support the RFI and submittal process, working with the cost controller to align with cost budgets.
- Assist the client PM in coordinating safety, QA/QC, and labor relations programs to meet IIF and OE objectives.
- Help establish success criteria for the project, focusing on time, cost, technical, and quality performance.
- Support the development and execution of contractor and purchasing strategies in concert with the client.
- Act as project schedule owner or support the project scheduler, maintaining the schedule to track critical actions.
- Conduct kickoff and regular meetings with key stakeholders to track and report progress.
- Work with other project function teams to review as‑built documents and closeout items.
- Lead and coordinate multidisciplinary project teams, including subcontractors and vendors.
- Maintain clear and consistent communication with clients, stakeholders, and team members.
- Maintain comprehensive project documentation, including reports, permits, and compliance records.
- Adhere to SOX control responsibilities where applicable.
- Bachelor’s degree in construction management, architecture, engineering, or related field.
- Minimum 5–7 years of relevant experience.
- CCM certification preferred.
- Preferred certifications: OSHA 30, OSHA 500/510, BCSP Qualified Credentials (OHST, ASP, CSP, or CHST), CPR.
- Proven experience implementing and monitoring project HSE plans or contractor site safety plans.
- Excellent time‑management skills to deliver projects to quality standards on time.
- Strong ability to build and maintain working relationships with clients and cross‑functional team members.
- Effective communication skills.
