Mechanical Project Manager – Refinery Construction

We are seeking an experienced Mechanical Project Manager to support the construction of a large‑scale Oil & Gas Refinery Upgrade in Richmond, California. This is a 4‑day‑a‑week onsite role, with opportunities for both onsite presence and remote collaboration.
Key Responsibilities
- Manage stakeholders including architects, engineers, and supply chain to deliver compliant projects.
- Analyze, track, and effectively manage critical milestone activities to avoid schedule slip.
- Verify that effective project governance, processes and systems are utilized.
- Ensure application of best practice on all projects.
- Produce formal project status reports and other reports as required.
- Monitor the progress of multiple construction projects simultaneously to ensure that the approved design standards are being applied correctly.
- Manage the interface between all suppliers through monthly trackers and weekly reviews.
- Manage the flow of project information between the project team through regular meetings and written communications.
- Forecast and update key project milestones.
- Manage and monitor local design teams in accordance with commission criteria.
- Provide technical support to owners, architects, general contractors and regional stakeholders.
- Respond rapidly to RFIs from the field.
- Provide expertise for cost control, value engineering, and constructability guidance where required.
- Perform independent review of status reports, drawing submittals, timelines and costs from architects, contractors and suppliers.
- Client management – assist in developing excellent working relationships with clients, with a view towards maximizing new opportunities.
- Strategic thinking – provide advice to project teams on approaches that can be adopted to successfully achieve both clients’ objectives and business objectives.
- Knowledge management – ensure that key information and learnings generated from each project are captured.
- Process improvement – identify ways to improve internal systems and processes.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Additional Key Responsibilities
- Coordinate and supervise contractors, suppliers, and internal teams to ensure quality and safety standards.
- Review and approve mechanical design drawings, specifications, and technical documents.
- Conduct risk assessments and develop mitigation plans for project execution.
- Maintain regular communication with stakeholders, providing clear project updates and managing expectations.
- Ensure compliance with environmental, health, and safety regulations throughout all project phases.
- Support operational teams during the transition from commissioning to production.
- Troubleshoot and resolve mechanical or process‑related issues during installation and commissioning.
- Manage change control and maintain accurate project documentation.
Qualifications
- Bachelor’s degree (or higher) in Mechanical Engineering or a related discipline.
- Ideally 4 years of field experience in MEP construction accepted in lieu of degree.
- 5+ years of experience in project management, with a focus on mechanical systems in industrial or refinery facilities.
- Proven experience commissioning complex mechanical systems and equipment.
- Strong understanding of health and safety practices in an industrial environment.
- Excellent communication, leadership, and problem‑solving skills.
- Ability to manage multiple projects simultaneously with a strong focus on deadlines and budget constraints.
- Proficiency in project management tools and software (e.g., MS Project, Primavera).
- PMP or equivalent certification (preferred).
Additional Information
Salary Range: $140,000–$170,000 depending on experience.

Richmond, CA.
