General Definition of Work

Performs difficult skilled technical work assisting with the designing, planning, and organizing of public works projects, supervising staff and operations, preparing reports, performing inspections of sites and sewer systems, and related work as apparent or assigned. Work is performed under the limited supervision of the District Engineer. Continuous supervision is exercised over all personnel in the department.

Essential Functions

Designs, plans, and assesses construction and reconstruction projects, modifications of streets, curbs, sidewalks, storm, Combined Sewer Overflows, and sanitary sewers; provides design calculations, cost estimates, project scopes, AutoCAD drawings, change orders, permits, and other needed documents for the projects.

Supervises assigned staff; updates supervisor and staff of organization developments; conducts new employee orientation and training; provides development opportunities; plans and delegates work assignments and special projects; establishes specific work goals and standards.

Collaborates in long-term master planning and forecasting for capital improvement plans and the Combined Sewer Overflows Long Term Control Plan (LTCP).

Collaborates in the planning and management of the department budget and financial operations.

Reviews site and sanitary plans for accuracy and suitability; reports results to District Engineer for approval.

Prepares sewer engineering reports and work plans.

Plans and directs pre-bid, pre-construction, and other departmentally related meetings as directed.

Plans and manages the work of the MS4 Stormwater Program.

Plans and conducts field surveys to establish grade, elevation, and level for storm, Combined Sewer Overflows, and sanitary sewers.

Represents the District in meetings with regulatory agencies, contractors, consultants, government bodies, and other City Departments.

Maintains and creates data and records for stormwater utility to be used in billing stormwater fees.

Performs inspections on construction sites; ensures projects conform to state and local standards; monitors projects for erosion control compliance; approves erosion control plans; ensures contractors implement plans as required.

Assists the District Engineer in all landfill engineering projects and related needs.

Works with District sewer maintenance staff to coordinate in-house engineering and construction projects.

Assesses and responds to citizen inquiries and complaints; provides information and assistance to the general public; implements appropriate corrective measures when standards are not met; directs individuals to appropriate departments or individuals as needed.

Skills and Abilities

Through knowledge of the methods and techniques used in wastewater, stormwater and landfill infrastructure design and construction; through knowledge in using and caring for precision surveying and inspection instruments; thorough knowledge of general engineering techniques, practices, and operations; thorough knowledge of federal, state, and local laws and regulations pertaining to the Department; through knowledge of data practices, record keeping practices and requirements;

through knowledge of correct English usage, including spelling, grammar and punctuation; skill in excellent customer service; ability to pay close attention to detail and to effectively organize time and anticipate, plan and successfully respond to changing circumstances; ability to understand, interpret, explain and apply policies and procedures; ability to communicate effectively orally and in writing with detail to spelling, grammar, and punctuation;

ability to make arithmetic computations using whole numbers, fractions and decimals; ability to operate and use standard office equipment; knowledge and ability to use standard office and position specific software; ability to deal firmly and tactfully in enforcing policies, ordinances and codes; ability to plan, direct, supervise, and evaluate the work of subordinates; ability to establish and maintain effective working relationships with co-workers, supervisors, other departments, architects, attorneys, community organizations, consultants, contractors, engineers, surveyors, utilities, regulators, and the general public.

Education and Experience

Bachelor's degree in civil engineering, or related field and considerable experience in the design and review process of public works related construction projects, or equivalent combination of education and experience.
