The City of Richmond Department of Emergency Communications, Preparedness and Response (DECPR) is seeking a highly motivated and experienced candidate to fill the position of Management Analyst, Senior within its Operations Support Division. The selected candidate will be the Accreditation Manager and FOIA (Freedom of Information Act) Coordinator. The qualified candidate will manage and maintain the DECPR accreditation process and will also facilitate and coordinate the FOIA program within the department.
The Accreditation Manager performs a variety of complex administrative and professional assistance work in planning, coordinating, and managing the maintenance and adherence to the department's accreditation with accreditation agencies and properly documenting using software, such as Power
DMS. The incumbent will ensure FOIA requests are responded to in compliance with applicable policies and laws.
The selected candidate must have strong office skills for daily tasks, strong interpersonal skills, and the ability to exercise independent judgment and discretion. This role requires a candidate that must possess skills in the use of computers and business software, and a broad understanding of emergency communications operations and practices are essential.
Responsibilities- Extensive knowledge of the software PowerDMS
- Plan, coordinate and manage agency accreditation activities, projects and processing; gather and analyze data; monitor and measure agency adherence to accreditation standards; identify, verify, and reconcile compliance activities correcting any noted deficiencies through policy, training, or other administrative measures; complete and submit required reports and forms; prepare and maintain appropriate reports and internal communications
- Manage, maintain and update current and archived accreditation files of the agency, both manually and using PowerDMS
- Serve as the central repository for information about the national accreditation process, standards associated with the process and procedures and reports on behalf of the agency; keep up-to-date on accreditation standards, as well as, the interpretation and application of accreditation standards through active participation with appropriate accreditation commissions and professional associations
- Serve as department liaison with accrediting agencies, as well as, Accreditation Managers of other local, county and state agencies; attend periodic meetings and conferences, professional workshops, and trainings related to accreditation standards
- Update and notify DECPR Executive Leadership of changes to any accreditation standards or changes to the accreditation process
- Review all new and existing agency policies and directives to ensure compliance with accreditation standards; recommend changes in policies and procedures when indicated by accreditation updates, changes or modifications
- Coordinate on-site accreditation assessments and inspections in a manner that enables the agency sufficient time and resources to achieve professional accreditation; facilitate and conduct mock assessment reviews
- Perform all assigned duties and tasks in an effective, efficient and safe manner; accept responsibility to support and promote the department's mission and comply with its directives
- Maintain contact with other agencies in order to discover improved methods, policies and procedures
- Ensure compliance with state and local laws, as well as administrative regulations and departmental policies
- Researching, compiling and responding timely to FOIA requests and subpoenas duces tecum received by the department
- Responsible for tracking a high volume of FOIA requests, ensuring timely responses, identifying sensitive and complex requests requiring the department FOIA Officer’s review and handling other responses, as well as reviewing and redacting documents prior to release
- Regularly responding to inquiries from the public
- Drafting new and revising existing policies that are compliant with accreditation standards
