Water Supervisor – Virginia Department of Environmental Quality

This position provides direct leadership to the Water Supply Planning and Analysis Program. The supervisor directs a team of three Water Supply Planners, two Surface Water Modelers, and a Data Analyst. Responsibilities include coordinating and providing technical oversight to the Local and Regional Water Supply Planning Program, establishing and maintaining regulations and procedures to ensure compliance with State Water Control Law, and reviewing local or regional water supply planning documents.

The role also assists communities in program administration, communicates with agency leadership and stakeholders, leads the development of the Virginia Annual Water Resources Report and the five‑year State Water Resources Plan, and ensures that planning and permitting decisions are based on sound scientific principles.

This position may require operating a state owned or leased vehicle; a valid driver's license is required. The role follows a hybrid work schedule that includes both in‑office and telework. Candidates must be able to work from the assigned location in Virginia. Continued employment is contingent on the availability of grant or non‑general funds.

Hiring Range: $57,733 – $96,640
Full Time or Part Time: FULL TIME

Responsibilities
  • Identify problems and needs, set work tasks and schedules, and allocate staff and other resources.
  • Provide technical/regulatory guidance or training to regional and central office water program staff.
  • Develop and implement guidance, procedures, policies and regulations; provide superior customer service to facilitate compliance and effectively describe departmental programs to permit tees, project partners and the public.
  • Ensure timely quarterly, semi‑annual and annual reporting on assigned water program activities and manage any assigned contractual and cooperative projects.
  • Respond to requests for technical and regulatory assistance from the regulated community, consultants, and the public for complex projects or enforcement cases.
  • Evaluate programs for effectiveness and efficiency and conformance to state/federal laws and regulations.
  • Elevate appropriate issues to management and clearly communicate issues and status updates.
  • Provide technical team leadership and expertise on duty‑specific areas such as wetlands, Virginia Discharge Elimination System requirements, stormwater, water withdrawals, land application, water quality and supply planning and analysis, water quality monitoring, regulatory compliance and enforcement, sound engineering and ecological practices, and pollution prevention approaches.
  • Evaluate programs for effectiveness and efficiency and conformance to state/federal laws and regulations.
Qualifications
  • Knowledge and experience in personnel management, program planning and development, program evaluation, resource management and fiscal planning, policy analysis, project management, and public speaking.
  • Technical knowledge of scientific or engineering principles related to aquatic ecology, aquatic toxicology, chemistry, environmental engineering, environmental science, marine or estuarine ecology, hydrogeology, hydrology or related fields.
  • Thorough knowledge of state and federal water laws and regulations; water quality or quantity data collection, management and analysis; public participation processes.
  • Demonstrated ability to lead and develop others, communicate effectively both verbally and in written communication.
  • Demonstrated experience with state or federal water programs.
  • Demonstrated experience in effective communication with various stakeholders and with computer systems, data analysis and statistics.
  • Experience with state and federal public participation guidelines; experience in developing, evaluating or implementing procedures and/or guidance.
  • Demonstrated skills and experience in developing, evaluating, or implementing procedures, guidance, and regulations.
  • Proficient in using computer systems and software including Microsoft Office products.
  • Knowledge of workflow/business process management.
  • Ability to respond to problems by identifying issues and proposing alternative solutions.
