The Construction Manager oversees highway construction and inspection activities across all phases of assigned projects. This role ensures all work meets required quality standards, contract specifications, and established engineering practices. Responsibilities increase with experience and project complexity, progressing into the management of larger, more challenging roadway and infrastructure assignments.
Key Responsibilities- Manage assigned elements of highway and transportation construction projects, ensuring full compliance with project plans, contract requirements, and specifications.
- Oversee project personnel, daily inspection activities, materials testing, quality control and assurance processes, documentation, budget monitoring, and schedule adherence.
- Provide technical support and project guidance to senior leadership or designated managers.
- Conduct field investigations, evaluations, and prepare written reports or recommendations as required.
- Review and interpret plans, contract documents, and specifications to ensure constructability and identify potential design issues or discrepancies.
- Evaluate design errors and determine potential impacts to cost, schedule, or contractor performance.
- Review project records for accuracy and compliance; direct corrections when needed.
- Recommend partial and final contractor payments based on documented performance and progress.
- Track project budgets and schedules; recommend adjustments to maintain project objectives.
- Supervise and mentor project staff, reviewing work for accuracy, contract compliance, and documentation quality.
- Lead project meetings including pre-construction conferences, utility coordination meetings, and construction progress meetings.
- Prepare and review technical correspondence, project documentation, and staff recommendations.
- Recommend solutions for field construction challenges and design modifications.
- Prepare or review work orders, cost estimates, and schedule impact analyses, including Time Impact Analysis.
- Collaborate with design teams, materials groups, environmental staff, traffic engineering, right-of-way personnel, and stakeholders to ensure contract requirements and schedules are met.
The Construction Manager should demonstrate strong competency in:
- Highway and transportation construction practices including roadway, structures, traffic engineering, construction methods, procedures, and materials.
- Applicable engineering standards, construction manuals, and industry specifications commonly used in transportation infrastructure projects.
- Environmental, safety, and legal requirements related to public infrastructure construction.
- Use of survey equipment, materials testing tools, and density testing devices.
- Computer applications including Microsoft Office and construction management software systems.
- Conduct constructability and bidability reviews, as well as cost and schedule analyses.
- Interpret roadway and bridge plans, specifications, and contract documents.
- Supervise and manage multidisciplinary field teams and inspectors.
- Prepare technical, administrative, and financial reports or correspondence.
- Perform effective time management and task prioritization on complex projects.
- 8+ years of highway/transportation construction experience.
- Bachelor’s degree in Civil Engineering or a related field required.
- Professional Engineer (PE) license preferred.
- Certified Construction Manager (CCM) credential preferred.
