Job DescriptionResponsible for oversight and analytical research for the development, maintenance, documentation, dissemination, and training of fiscal policies and procedures that comply with Generally Accepted Accounting Principles (GAAP), the Commonwealth of Virginia Accounting Policies and Procedures (CAPP), and state and federal regulations. Provide financial analysis and policy evaluation of federal and state statutes to determine their financial impact on transportation programs. Ensure sufficient internal controls and follow up on outstanding issues in accordance with applicable state and VDOT policies and procedures.

- Facilitate consensus‑building and collaborate with teams; document issues, provide concise recommendations, and prepare detailed reports and presentations.
- Manage the financial accounting program, ensuring sound practices and adherence to policies; coordinate with auditors.
- Assist internal and external customers in resolving financial issues, providing guidance to VDOT districts and divisions.
- Oversee fiscal procedures, guidance, forms, and training; ensure timely development, review, and dissemination of documentation.
- Maintain familiarity with ARMICS and related controls; identify and implement process improvements.
- Maintain accurate records for all processes and procedures.
- Lead the review and update of accounting and business processes, initiating change‑management activities.
- Adapt quickly to changing technology.
- Analyze and interpret technical and financial data.
- Communicate clearly with senior management and the executive branch of the state government.
- Comprehend complex financial and legal documentation and produce concise written communication.
- Develop and maintain effective working relationships with all divisions and customers.
- Evaluate a variety of financial operations functions or statewide specialized programs.
- Follow written and oral instructions accurately.
- Gather and analyze data, preparing technical reports.
- Interpret and apply policies and regulations to evaluate the adequacy of documentation.
- Perform in‑depth financial reconciliations.
- Plan, coordinate, and manage multiple concurrent assignments in a timely, fast‑paced environment.
- Use sound financial techniques to assist management in accessing Commonwealth resources.
- Work independently or as part of a team to develop integrated financial solutions.
- Handle confidential material appropriately.
- Knowledge of GAAP, CAPP, ARMICS, business management, office practices, performance measurement, project management, risk assessment, strategic planning, presentation skills, mathematical calculations, problem solving, and customer service.
- Proficient in MS Office and related software applications.
- Effective oral and written communication with diverse audiences regarding accounting principles.
- Interpretation and formulation of complex policies and procedures.
- Leadership in developing fiscal business processes, including Accounts Payable, Accounts Receivable, Project Accounting, General Accounting, Payroll, Inventory, Capital Assets, and ARMICS.
- Organizational skills coordinating activities across a diverse group.
- Knowledge of ARMICS, GAAP, and CAPP.
- Technical writing and policy development skills.
- Computer and software application proficiency.
- Training, experience, or education in Policy Development, Accounting, Business Administration, or related field.
- Experience in effective oral and written communication, presentations, and working with agency personnel at all levels.
- Business and project management experience.
- Development and implementation of complex policy and procedural information.
- Program evaluation, development, and implementation experience.
- Leadership in fiscal business process development.
- Management of multiple projects and priorities with established deadlines.
- Proficient use of Microsoft Office products.
