Job Duties The Virginia Department of Emergency Management is seeking qualified candidates for the position of Assessment Program Coordinator.
The Assessment Program Coordinator oversees the collection, processing, and dissemination of products assessing the threats and hazards facing the Commonwealth as well as all-hazards planning efforts. This position assists in identifying emergency management capabilities at the local, tribal, and state levels. Additionally, this role will contribute to the Commonwealth's pre-disaster planning, resource allocation strategies, and the development of training and exercise plans.
Duties include but are not limited to:
Ensure the completion of required risk, hazard, and capability assessments, including but not limited to the Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Report (SPR).Complete all reporting related to risk, capability, and program status to keep stakeholders informed.Oversee the timely completion of assigned all-hazard plans and projects within the Strategic Planning Branch.Coordinate and facilitate comprehensive and collaborative planning processes for assigned plans with state agencies, tribal, federal, nongovernmental, community, and private sector partners.Create a THIRA/SPR planning framework that enhances collaboration with localities, VDEM regions, state agencies, tribal nations, federal entities, nongovernmental organizations, community groups, and private sector partners throughout the THIRA/SPR process.Serve as the Planning and Intelligence Division’s point of contact for the Commonwealth’s LCAR (Local Capability Assessment for Readiness) efforts.Provide technical assistance to localities, state agencies, institutions of higher education, and other partners within assigned areas of responsibility.All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.
Minimum Qualifications Considerable working knowledge of the four phases of emergency management, federal emergency management planning guidelines, the National Incident Management System (NIMS), and incident command principles.Strong understanding of the core capabilities outlined in the FEMA National Preparedness Goal.Exceptional interpersonal, written, and verbal communication skills, with the ability to effectively engage with supervisors, subordinates, and external stakeholders.Proven experience in conducting or supervising the development of risk and hazard assessments, capability gap analyses, and related reports.Ability to clearly communicate technical, regulatory, and sensitive information to a wide range of individuals and groups.Demonstrated skill in prioritizing competing tasks and deadlines while managing multiple projects efficiently.Strong research, organizational, and analytical skills, with the ability to communicate findings and produce detailed reports.Self-motivated with the ability to work independently, with minimal supervision, and adapt to working in austere environments for extended periods.Demonstrated ability to maintain confidentiality and handle sensitive information appropriately.Proficient in the use of computers and Microsoft Office Suite, including presentation software.Proven experience in managing projects and collaborating with project teams to achieve goals.Experience conducting gap analyses, Threat and Hazard Identification and Risk Assessments (THIRA), Hazard Identification and Risk Assessments (HIRA), and similar assessments.Strong background in disaster planning…
