Systems Analyst, IT Consultant, IT Business Analyst, Database Administrator
Overview
The Systems Analyst works in coordination with Business Analysts, subject matter experts, vendors, consultants, and project stakeholders. This role transforms functional requirements into technical specifications, interpreting or adapting as necessary. The Systems Analyst is responsible for planning, analyzing, designing, implementing and maintaining business and enterprise systems and solutions based on best practices and organizational needs. This position reports to the Manager, Business & Enterprise Systems, Information Technology.
Examplesof key responsibilities include, but are not limited to:
- Collaborating with Solution Architects and other stakeholders, develops highly available and fault-tolerant systems architecture, configuration and specifications documents, and technical design documents.
- Provides analysis, design, configuration, enhancements, integration, upgrades, maintenance and support of the City’s People Soft FSCM applications.
- Acts as project coordinator to develop project charters, plans, timelines, cost analysis, work breakdowns and other project documents.
- Plan and upgrade enhancements for systems and performs testing to confirm proper implementation.
- Provide technical leadership and follow-through on execution to ensure requirements and technical specifications are met.
- Identifies, troubleshoots, and develops/rewrites code to resolve system outages/disruptions.
- Analyzes and make decisions during highly stressful conditions, such as system outages/disruptions, to minimize the amount of system downtime.
- Develops the “follow-up action plan” details when an IT Service Outage occurs.
- Coordinates with application software vendors, internal and external user groups and consultants in collaboration with the IT Department to to fulfill project and operational tasks.
- Assists in the development of the three-year technology plan for IT Systems.
- Provides technical and systems analysis recommendations in consultation with the Solutions Architect.
- Document technical design that guides accurate development, integration, and ongoing system support.
Excellent knowledge of Oracle People Soft FSCM applications.
Excellent knowledge of People Soft technologies including Application Designer, Application Engine, People Code, Application Packages, Application Messaging, Fluid
Development, Component Interfaces, Workflow, SQR, BI Publisher, nVision Query, Page and Field Configurator, Event Mapping and AE Plug-in
Excellent knowledge of People Soft integration technology (i.e. Integration Broker, REST, SOAP).
Experience with People Soft Update Manager (PUM) and People Tools Upgrade.
Demonstrated knowledge of Financials modules.
Ability to provide innovative solutions to meet City’s functional and technical needs.
Thorough knowledge of Oracle SQL programming and relational databases.
Working Knowledge and experience in Cloud Technologies.
Ability to translate business requirements into technical specifications, API/service specification and configuration requirements.
Experience in leading major software release upgrades. Project management experience in ERP systems implementation.
Ability to effectively communicate, oral and written, technical information in a user-friendly manner.
Ability to research, analyze, assess, and document information from a variety of sources; identify priorities and resources, and propose alternative business processes.
Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to provide technical advice and assistance on matters related to the work.
Ability to work effectively individually and as part of a team, and work under minimal supervision.
Ability to effectively mentor others, as well as to lead and/or contribute to team-based technical projects.
Experience:
- Graduation from a technical institute with a two (2) year Diploma program in Information Technology or Computer Systems plus five (5) to eight (8) years of progressively complex job related experience in an integrated information technology environment is required.
- A combination of education and/or experience will be considered.
- Experience working in a municipal government environment is preferred.
- Project management or International Institute of Business Analysis (IIBA) certification is preferred.
- Work is performed in an office environment.
