QA Tester – OUTA, OUAF, Groovy, SQL and Azure Devops – Hybrid – IN-Person

Overview

Department of Public Utilities is seeking a resource experienced in using the regression testing tool OUTA to assist the Department in regression testing activities associated with a new Oracle cloud-based billing system CCS
.

• Develop and maintain automation scripts using Oracle Utilities Testing Accelerator (OUTA) for functional, regression, and end-to-end testing.
• Lead regression testing activities to include creation and execution of test scripts for regression testing.
• Mentor City internal resources as they shadow the external resource to learn how OUTA functions and gain competency in the tool.
• Design reusable test assets and templates within the OUTA framework – including XML configuration files, data setup scripts, and test component definitions.
• Implement and customize Groovy scripts within OUTA to handle dynamic data, validations, and conditional business logic.
• Integrate OUTA with CI/CD pipelines (Azure Dev Ops) for automated regression execution and continuous delivery.
• Perform data‑driven testing by parameterizing input datasets to simulate real‑world utility scenarios.
• Develop validation logic for UI screens, REST/SOAP web services, and integration endpoints within Oracle Integration Cloud (OIC).
• Generate and analyze execution reports from OUTA logs, identify failed cases, and provide root‑cause analysis.
• Collaborate with QA leads, functional testers, and developers to align automation scope with deliverables and release timelines.
• Maintain test repositories and version control, ensuring proper branching and change tracking for automation assets.
• Provide knowledge transfer and training to QA teams and internal resources on OUTA framework usage, best practices, and reporting mechanisms.
• Support Oracle patch and upgrade testing (CCS Upgrades) using automation to validate regression stability.

• Strong experience with OUTA, Groovy, Java, and XML.
• Hands‑on knowledge of Oracle Utilities Application Framework (OUAF).
• Familiarity with Azure Dev Ops, CCS Database Actions, SQL.
• Hands‑on knowledge of OIC.
• Hands‑on experience with Oracle CCS.
