Note: Long‑Term position requires 3 days a week onsite. Contractor will be responsible for purchasing parking through VDOT’s Parking Management Office or procuring their own parking.
The Program Manager – Business Data Management Architect will participate in an enterprise data management program. In this role, you will coordinate with business architecture, data architecture, enterprise architecture staff, data stewards, and data custodians. You will leverage expertise in data modeling and extensive data quality management to design and implement effective data management processes. Key responsibilities include defining and utilizing taxonomies for enhanced data organization, classification, and retrieval, contributing to improved metadata management.
You will become familiar with the client’s Business Capability Model and participate in developing and maturing an enterprise data model, enterprise data flows, and road maps. You will also familiarize yourself with the National Information Exchange Model (NIEM), Spatial Data Standards for Facilities, Infrastructure, and Environment, and other standards.
Candidates must have prior Virginia Department of Transportation (VDOT) experience directly related to this role. Extensive experience in data quality management is also required. Candidates must additionally demonstrate experience with enterprise data programs at a similar sized organization (private or public).

- Proven experience in data modeling.
- Demonstrated ability to bridge the gap between business architecture and National Information Exchange Model (NIEM) standards.
- Strong understanding of data governance principles and best practices.
- Proficiency in metadata management, including taxonomies, and enhancing data quality.
- Experience overseeing the complete data lifecycle within a complex organizational structure.
- Strong written and verbal communication skills.
