The Virginia State Police is looking for a Project Manager with 10+ years of experience implementing IT projects. The project manager is responsible for managing the project scope, schedule, budget, and other project management artifacts, reporting to VSP HR management. The role involves assisting the VSP HR Division staff in responding to external agency partners and vendors, coordinating tasks, and ensuring stakeholder engagement and timely completion of key deadlines.

PMP Certification is desired. Experience with human resource management systems, process optimization, best practices, and change management is highly preferred. Strong communication, problem-solving, and organizational skills are essential, along with the ability to manage shifting priorities.

• 10+ years' experience in IT project management.
• Ability to manage multiple projects, including long-term initiatives spanning 2-3 years.
• Experience in producing value propositions, proposals, and cost-benefit analyses.
• Experience managing RFP processes from inception to vendor selection.
• Proficiency in Microsoft Word and Excel.
• Strong communication skills, both oral and written, across organizational levels.
• Experience with Oracle E-Business Suite/Oracle Cloud solutions is desirable.
• Experience in Human Resources is a plus.
• Graduation from an accredited college or university with a major in Computer Science, Information Systems, or related field, or equivalent combination of education and experience.
• PMP and/or VITA PM certification highly desirable.

• Develop and maintain project documentation required by Procurement and VITA.
• Track and report on the progress and outcomes of major active projects.
• Develop and maintain project schedules and budgets.
• Build and maintain effective relationships with project team members and vendors through effective communication.
