Location Preference

Hybrid in Richmond highly preferred – hybrid at any Fed location if needed. Must be flexible to work some Saturdays or Sundays a month (remote). Could be up to 3‑4 weekend days per month.

Key Aspects of the Role

Day-to-Day Expectations
  • Participation in daily standups
  • Collaboration with scrum masters and product owners, technicians, build engineers, design engineers
  • Assisting in pursuing responses to tasks and defect work
  • Providing updates to management
  • Updating status systems
  • Coordinating release activities, scheduling resources for implementation and testing
Expectations
  • Responsible for process management and execution of complex mid to large-scale projects or programs.
  • Reviews all facets of project development, including overall schedule, budget, constraints, staffing, and risks.
  • Monitors and controls costs so projects are completed within the approved budget guidelines.
  • Provides technical leadership and guidance to PMs, product owners, engineers, and scrum masters throughout the project life cycle.
  • Effectively communicates with stakeholders and maintains progress status.
  • Key participant in providing input and status updates to leadership and executives during design, build, and testing phases.
  • Applies progressive knowledge, skills, tools, and techniques to ensure long-term viability, supportability, and achievement of deliverables.
  • Manages releases and overall release lifecycle.
  • Willing to participate in after‑hours or weekend support and on‑call rotations as needed.
  • Performs other related duties as assigned.
Expertise
  • Excellent knowledge of supporting mission‑critical applications and infrastructure in a 24x7 environment.
  • Excellent verbal communication skills and command of the English language.
  • Excellent written communication skills and ability to track and present situational status.
  • Excellent time‑management skills.
  • Extremely computer literate, especially with MS Office Suite, MS Project, and Gantt.
  • Experience with Operating Systems, Database, Middleware, and Network Technologies.
  • Experience with engineering tools, processes, and best practices.
  • Experience with Agile development life cycle and Scaled Agile framework.
  • Experience with Continuous Integration / Continuous Delivery (CI/CD) pipelines.
Qualifications
  • Bachelor's degree or equivalent level of technical experience.
  • 5-7 years of infrastructure knowledge or managing large‑scale data centers.
  • 5-7 years of working experience in program/product management.
  • 5-7 years of working experience with release management.
  • Experience working with technology teams, including design/build and delivery engineers, operations, and architect teams, and managing external vendors.
