The Capital Outlay Program Manager provides program management and construction services for capital outlay, maintenance reserve, and non-capital construction projects occurring at Northern Virginia Community College (NVCC). This position reports directly to the Associate Vice Chancellor for Facilities Management Services at the System Office in Richmond, VA.
This position will have a work location at Northern Virginia Community College and travel to the System Office in Richmond for one workday on a bi-weekly (twice-monthly) recurring basis. Travel between the various NVCC campuses and the System Office is required.
KSA’s/Required QualificationsSubstantial knowledge, skill and ability in all aspects of capital outlay and construction project management. Extensive knowledge regarding the development and administration of contracts for architectural and engineering design, construction management, project administration, cost accounting building codes, environmental and regulatory requirements. Significant computer expertise with knowledge of Microsoft Office applications and electronic procurement systems, computer‑aided technologies and various applications for facilities project management.
Excellent organizational, communication, and customer service skills with the ability to meet deadlines and manage multiple tasks simultaneously.
Graduation from an accredited college or university with major studies in design or construction related discipline or an equivalent combination of training and experience required to perform assigned duties. Experience in capital outlay administration, and public sector procurement in a higher education and/or government agency environment. Experience supervising a diverse staff for the achievement of departmental goals. Certification as a VCCO or the ability to gain certification within twelve months of obtaining the position.
A valid driver’s license is required.
- Knowledge of e-Builder or equivalent project management platforms.
- Experience administering a state capital outlay program.
