Job Description

The Program/Project Manager plays a critical role in planning, coordinating, and delivering complex technology initiatives. This role partners closely with business units, technical teams, and executive stakeholders to ensure programs and projects are executed on time, within budget, and in alignment with enterprise goals. The ideal candidate brings a blend of traditional project management expertise and agile delivery practices, with the ability to lead multiple cross‑functional teams through all phases of the project life cycle.

Responsibilities

Project Delivery

  • Analyze project proposals to determine timelines, funding requirements, scope, and recommended processes.
  • Identify and schedule project deliverables, milestones, required tasks, and activities.
  • Provide leadership and motivation to project team members throughout the project lifecycle.
  • Establish work plans and staffing strategies for project activities, releases, iterations, or phases.
  • Facilitate the recruitment or assignment of project personnel as needed.
  • Implement and execute the project communication plan.
  • Perform risk assessments and develop/execute mitigation plans.
  • Monitor project activities to ensure accurate, high‑quality, and consistent information across ITS.
  • Ensure project goals are achieved and aligned with business objectives.
  • Assign duties, responsibilities, and authority to project personnel.
  • Direct and coordinate project activities to ensure execution within schedule and budget.
  • Create and distribute status reports to stakeholders.
  • Establish and enforce standards and procedures for project reporting and documentation.

Program Leadership & Complexity

Plan, lead, organize, and motivate one or more cross‑functional projects or programs of medium to high complexity, often requiring integration with other organizational activities. Coordinate efforts across departments, teams, and locations, engaging with staff and leadership at all levels. Lead day‑to‑day execution, including scope management, schedule oversight, and delivery tracking. Champion project and program management best practices across the organization. Maintain regular engagement with executive sponsors to communicate status, align expectations, and sustain a shared vision for program outcomes.

Establish appropriate program governance structures in accordance with enterprise policies. Direct the development and maintenance of required program documentation and artifacts. Develop and control program budgets, ensuring expenditures remain within approved spending plans. Manage and balance required skills and competencies across all project teams within the program. Lead reviews with executive sponsors and stakeholders to identify needs and address risks or issues.

Maintain stakeholder mapping, communication plans, and reporting. Build and sustain strong relationships across the broader stakeholder community. Coordinate and manage interdependencies across projects within the program; resolve conflicts as needed. Define or approve frameworks and guidelines for contractor and vendor engagement.

Qualifications
  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field; or equivalent work experience.
  • Typically requires 5+ years of IT work experience, including:
    • Minimum 2 years in a project coordination or project management role.
    • 3+ years of business unit (BU) or BU‑facing experience.
    • Experience managing projects involving one or more technology or functional domains.
  • Familiarity with project management methodologies, resource management practices, and change management techniques.
  • Ability to blend traditional project management principles with agile development approaches.
  • PMI‑ACP, CSM, or similar certification preferred.
