Job Title:
Finance Budget Manager

Job Objective:
To coordinate and oversee the operating budget, grant administration and accounting software system functions, thereby ensuring compliance with all state and federal regulations. To provide strategic financial planning, and support student achievement by managing resources efficiently and transparently in coordination with the New Mexico Public Education Department (NMPED) standards and timelines.



Minimum Qualifications :

  • Minimum of Bachelor’s Degree in accounting, finance, or business administration. Master’s Degree or higher preferred;
  • Minimum of a Level I NMPED School Business Official License or ability to obtain within one year;
  • Minimum 5 years’ experience in budgeting or financial planning management, ideally within a public school district or government agency;
  • Knowledge of New Mexico school finance statutes and regulations, including State Equalization Guarantee (SEG) and the Operating Budget Management System (OBMS);
  • Knowledge of Federal Grant Regulations (CFR);
  • Proficient in financial systems and Microsoft Office Suite, with an emphasis on Microsoft Excel;
  • Proficient in Google Software, with an emphasis on Google Sheets; and
  • Understanding of GAAP and GASB guidelines.

Essential Job Responsibilities:

  • Lead the preparation and administration of the district’s annual budget in compliance with NMPED guidelines and deadlines;
  • Monitor and analyze budget performance, providing regular reports to the Superintendent and Board of Education;
  • Coordinate with department heads and school principals to develop site-based budgets aligned with District goals;
  • Ensure accurate and timely submission of financial reports, including those required by NMPED and other regulatory bodies;
  • Maintain compliance with state and federal financial regulations, including adherence to the Public School Accounting and Budgeting (PSAB) manual;
  • Oversee the preparation of budget adjustment requests (BARs) and other financial documentation;
  • Provide financial analysis and forecasting to support strategic decision-making;
  • Identify trends and areas for cost savings or reallocation of resources to enhance educational outcomes;
  • Collaborate with district leadership to align financial planning with instructional priorities and district initiatives;
  • Facilitate training and guidance to school and department staff on budgeting processes and financial management;
  • Develop and disseminate budgetary policies and procedures to ensure consistency and transparency;
  • Coordinate with external auditors during annual financial audits;
  • Implement and monitor internal controls to safeguard district assets and ensure fiscal integrity;
  • Collaborate with department and school site staff to develop budgets for various grants, ensuring alignment with program objectives and compliance with Uniform Guidance (2 CFR Part 200);
  • Monitor expenditures to ensure they adhere to grant stipulations and do not exceed allocated funds;
  • Review and approve reimbursement requests through the Federal G5 portal for applicable federal grants;
  • Coordinate with the NMPED for state-funded program reimbursements;
  • Oversee reimbursement submissions to the Public School Facilities Authority (PSFA) for facility-related projects;
