Overview

The County of Riverside’s Transportation and Land Management Agency (TLMA), Transportation Department, is recruiting for an Accountant Trainee/I/II. This position is assigned to the Transportation Equipment Division in Riverside and supports the division's financial operations.

Responsibilities
  • Reconcile General Ledger accounts, resolve accounting discrepancies, analyze equipment history to determine replacement timelines, and run reports to prepare equipment rates.
  • Monitor and reconcile fuel activity; maintain controls over the fixed asset register for equipment; approve fuel billing; post capital lease payments; update and maintain amortization schedules for equipment lease tracking.
  • Prepare physical inventories and year-end schedules in accordance with Auditor-Controller procedures; assist with departmental quarterly financial statements and budgets; review a high volume of invoices to verify accurate coding for two cost centers.
  • Prepare infrastructure-related accounting; support special projects as assigned by the Supervisor; contribute to the overall accuracy and integrity of the department’s financial records.
Desired knowledge, skills, and abilities
  • Knowledge of governmental accounting principles, general ledger reconciliation, fixed asset accounting, and capital lease accounting.
  • Experience with financial reporting, budgeting, and audit preparation; strong analytical and problem-solving skills; ability to resolve discrepancies and interpret complex financial data.
  • Proficiency in accounting systems and Microsoft Excel; ability to generate and analyze reports.
  • Ability to review and process a high volume of invoices with accuracy and attention to detail; effective organizational and time management skills to meet deadlines in a fast-paced environment.
  • Strong written and verbal communication skills; ability to work collaboratively with internal departments and external stakeholders.
Position level and compensation

The level at which the position will be filled is at the Department's discretion and is contingent on the candidate's experience and qualifications.

Salary Range

Accountant Trainee = $29.62 - $41.09
Accountant I = $31.25 - $43.35
Accountant II = $32.97 - $45.74

Meet the Team

The Transportation Department is responsible for planning, designing, funding, building, operating, and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.

Duties
  • Establish, review, revise, and maintain controls on fiscal recordkeeping functions in an assigned unit.
  • Examine and analyze fiscal recordkeeping systems and procedures.
  • Examine, analyze, and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, and invoices).
  • Prepare trial balances, reconciliations, work sheets, and schedules.
  • Prepare a variety of accounting, statistical, and narrative reports.
  • Review, evaluate, and may assist in the preparation and maintenance of the budget and internal controls.
  • Prepare recommendations for the installation of new or revised accounting and cost systems, procedures, and records.
  • Analyze the classification and distribution of income and expenditures to proper accounts.
  • Develop complex rate or cost models.
  • Track, report, and reimburse routine federal or state grants.
Accountant Trainee
  • Education: Completion of 60 semester or 90 quarter units from an accredited college or university with a major in accounting, or related coursework including at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, or related fields.
  • Experience: Two years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.
  • Knowledge: Basic accounting principles and practices; governmental accounting systems and regulations; general business law terminology; budgeting methods; accounting systems and procedures.
  • Ability: Learn governmental accounting principles; analyze data; examine and verify records; maintain control totals; communicate effectively; establish working relationships.
