Job Summary

Training Instructor – Riverside Transit Agency. This non‑bargaining, at‑will position is assigned to the Operations Department and primarily works out of the Hemet Facility, reporting to Riverside as needed.

Develop, assess, and deliver agency‑wide training, including federal, state, and vehicle operator training.

Essential Duties & Responsibilities
  • Develops and conducts one‑on‑one and group training sessions.
  • Reviews and maintains existing training curriculum, course material, evaluations and tests.
  • Monitors and evaluates training participants, tracks progress, and evaluates effectiveness of current instruction.
  • Monitors applicable laws and regulations and makes policy recommendations to ensure compliance; advises the department manager on plans, projects, and policy implementation.
  • Performs administrative functions necessary to deliver and document learning and development programs.
  • Generates training materials and lesson plans in response to specific requests and to maintain compliance with all rules and regulations.
  • Assists in managing and evaluating the vehicle operator training program, which includes:
    • Developing and refining new programs.
    • Supervising course conduct and completion of Class B licensing.
    • Conducting classroom sessions and on‑the‑job training for trainees and other agency personnel.
    • Establishing curriculum for instruction on agency policies and procedures.
    • Training and assigning coach operator line trainers.
    • Counseling students regarding performance, conducting probationary training evaluations, and determining employment status of trainees.
    • Conducting on‑board observation and evaluation of operator performance.
    • Conducting training on all new bus equipment; recertifying and retraining employees in general operations and/or specialized courses.
  • Assists in determining the type of retraining necessary for employees involved in preventable accidents.
  • Conducts external benchmarking with other transit agencies to identify best practices.
  • Completes, files, and maintains all records related to agency employee training, including federal and state training certification documents.
Supervisory Responsibilities

Supervises coach operator line instructors, new hire trainees, and training class participants.

Qualifications
  • Education: High school diploma required (Associate’s or Bachelor’s degree preferred).
  • Experience: Minimum of three years in motor coach operation with a public or private transit agency and in instructing adults in a formal training program or supervision.
  • Alternative

    Experience:

    At least two years as a Coach Operator with Riverside Transit Agency plus a minimum of 40 hours of verifiable line instruction. TSI Bus Instructor Certification preferred but not required; applicant must be able to obtain certification.
  • Additional verifiable education, training, or organizational development experience may be accepted.
  • Experience supervising or managing a unionized workforce is highly desired.
  • Skills: Proficient in reading and interpreting business periodicals and technical procedures; strong written and oral communication; ability to present information to groups and respond to questions.
  • Mathematical skills adequate for rate, ratio, percent calculations and data visualization (bar graphs, pie charts).
  • Computer skills with Microsoft Office (Word, Excel, PowerPoint) and current business operating systems.
  • Reasoning ability to apply common sense and follow written or oral instructions.
  • Valid commercial motor coach license with endorsements; ability to obtain any required certifications.
Physical Demands

Regular standing, walking, sitting, handling, and speaking; occasional reaching, climbing, stooping, and lifting up to 10 pounds regularly and 25 pounds occasionally. Vision requirements include close, distance, color, peripheral, depth perception, and focus adjustment.

Work Environment

Work involves exposure to moving mechanical parts, outdoor tasks under varying climate conditions, and a typically loud noise level.
