The EMF (Extramural Funds) Accountant 3 is responsible for post‑award administration, including accounting, invoicing, collection, reporting, and cash drawdowns on research, development, and student aid funds. The role requires knowledge of cash management, forecasting, collections, advanced data analysis, and interpretation of complex policies. The accountant provides training and guidance to campus departments on procedures and policies such as Uniform Guidance 2 CFR (Subparts A–F) and ensures compliance with UCOP and UCR coding requirements on contracts and grants via Oracle Financials Project Portfolio Management (PPM).

Educational Requirements- Bachelor’s degree in a related field and/or equivalent experience/training (Required)
- Master’s degree in Business Administration or related field (Preferred)
- 4 – 7 years of related accounting or post‑award administration experience (Required)
- Fiscal year‑end closing may require overtime in June and July; vacations normally not approved in July (Required)
- Must successfully pass a background check prior to start date (Required)
- Thorough knowledge of accounting functions and assignments
- Ability to independently gather, organize, and perform accounting analysis
- Effective presentation of information verbally and in writing
- Knowledge of financial transactions and systems, and related regulations
- Proficiency with common desktop and web applications
- Analytical procedures for moderate to semi‑complex accounting projects
- Independent prioritization and completion of multiple overlapping projects
- Cash management skills and recent experience in post‑award administration
- Understanding of Uniform Guidance 2 CFR, OMB Circulars, and federal grant regulations
- Collaboration skills and collegial relationships
- Invoicing and collection process knowledge
- Attention to detail for coding accuracy and data anomaly detection
- Knowledge of University of California policies and procedures
- Provide analysis for complex accounting projects and ensure consistent application of UC policy and Uniform Guidance in financial transaction reviews.
- Conduct award analyses to support cash draws, invoicing, financial reporting, and cost‑share requirements; coordinate cash draws and prepare required reports.
- Verify and process payroll and non‑payroll cost transfers, resolve unprocessed costs, and support cost‑share commitments.
- Validate payroll data, monitor accounts receivable aging, and perform collections and follow‑ups.
- Prepare journal entries, including month‑end and fiscal year‑end closing entries, accruals, deferrals, and adjustments.
- Maintain and reconcile ledger accounts, including inter‑campus billing for multi‑campus awards.
- Balance books and prepare financial statements; submit Federal and Non‑Federal Financial Reports.
- Implement and maintain general accounting systems, accurately code extramural award details in Oracle PPM, and create purchase orders for subawards.
- Provide records of assets, liabilities, and financial transactions for audits and invoicing demands.
- Interpret reports and records for administrators and managers.
- Deliver training and guidance on post‑award procedures, Uniform Guidance, UC policy, and EMF processes to diverse audiences.
- Support team efforts and perform additional duties as needed to ensure completion of critical tasks.
