Position InformationThe Chief Financial and Administrative Officer (CFAO)/Chief of Staff participates with other higher‑level managers to establish strategic plans and objectives, make decisions on operational, and ensure achievement of objectives for a large college or operating unit with a direct impact on a major segment of the organization or with significant multi‑organizational influence. The role reviews and approves recommendations for operational planning and control, and erroneous decisions can have a serious impact on the overall success of the department, division, and organization.
EducationalRequirements
- Master’s Degree in business administration or related field, or an equivalent combination of education and experience.
- Bachelor’s degree in a related area and/or equivalent experience/training.
- 10 – 15 years of related experience.
- Demonstrated leadership experience in strategic planning, policy development, forecasting, resource analysis and management, and budgeting to meet unique goals.
- Recent University of California experience.
- Minimum of five years of recent, progressive responsible experience in a higher education or similar environment (preferred).
- Previous supervisory/managerial experience (preferred).
- Must pass a background check.
- Exercise the utmost discretion in managing sensitive information learned in the course of performing duties. This includes employee and student records, health and patient records, financial data, strategic plans, proprietary information, and any other sensitive information. The employee must safeguard such information and comply with all applicable data protection laws and institutional policies.
- Advanced skills in strategy development, systems planning, and change management.
- Excellent leadership abilities to oversee multiple functions or departments through subordinate managers.
- Advanced knowledge of administrative management theory and ability to translate knowledge into practice.
- Expertise in establishing metrics for department and employee goals to measure effectiveness.
- Advanced project management skills, including management of capital projects.
- Conflict‑resolution and persuasive communication skills in sensitive situations.
- Strong knowledge of financial analysis and reporting techniques, human resources and risk management planning, accounting, and payroll.
- Proficiency with common organizational and computer application programs.
- Demonstrated experience in strategic and tactical planning and integrating budgetary and financial data into planning processes.
- Experience with human resources and payroll policies and procedures, including recruitment, performance management, and office reorganization.
- Knowledge of business and accounting operations in a large, complex organization, including GAAP, fund accounting, and internal controls.
- Advanced skills in Microsoft applications (Excel, Word, Access, Visio, SharePoint, and databases).
- Strong communication skills with faculty, staff, students, and the community.
- Ability to make independent decisions, analyze situations, and initiate actions for effective management of a large and complex organization.
- Ability to work effectively as a member of a management team and resolve organizational challenges with a diverse population.
- Working knowledge of university administrative policies, procedures, and systems.
- Determines and establishes organizational structures and supervisory relationships; often responsible for managing a major segment of the organization.
- Serve as the CFAO and COS for the Vice Chancellor of Student Affairs and CFAO for the Intercollegiate Athletics organization, overseeing funds from various sources.
