Overview
The County of Riverside’s Registrar of Voter is seeking a qualified Elections Project Manager to join their Administrative Team in Riverside. The position is a management level role reporting to the Assistant Registrar of Voters, with no direct supervisory responsibilities. It involves managing all Registrar of Voter process‑improvement initiatives and major operational projects, applying comprehensive knowledge of elections functions, programs, and services to align projects with County goals and strategic priorities.
The role provides high‑level project, analytical, and budget support to five managers including Fiscal, Voter Services, Operations, Outreach, and the Public Information Officer.
Key responsibilities include coordinating staff, contractors, County departments, and external agencies; managing contracts related to voting technology, election equipment, and services; collaborating with Purchasing to ensure timely acquisition and delivery; supporting operational needs to conduct elections; performing major project analysis under agreement and contract requirements; developing and presenting reports for County and community submission; and delivering presentations and analysis during the budget process.
WorkEnvironment & Availability
At this time, the position offers a hybrid telework schedule based on business need; however, job expectations at times may require in‑person interaction. Telework may change at any time and you will be expected to report to the office.
Incumbents must be available to work weekends and holidays, including mandatory overtime. The incumbent will be required to work in the office full time during elections due to the volume of work.
- Coordinate Registrar of Voter process‑improvement projects; evaluate and determine project feasibility, resources required, timelines and critical milestones, and establish project objectives and deliverables.
- Review, analyze and prioritize all projects by determining organizational and departmental impacts, cost effectiveness, and quality control assurances and standards improvements; create, complete and maintain project documents and reports.
- Prepare, review and evaluate comprehensive project management reports and correspondences, project summaries and performance metrics; ensure all documentation is accurate, clear and aligned with County standards, regulatory requirements and strategic objectives.
- Complete and submit grant applications to state and federal government agencies to secure funding for projects that enhance election administration, improve voting technology infrastructure, and support other operational and functional initiatives; receive and manage grants by gathering data, preparing and monitoring budgets, controlling expenditures and ensuring compliance and fulfil grant reporting obligations.
- Prepare procurement materials and oversee contractor bidding process; prepare project proposal packets for contractor evaluations to assess qualifications and project fit; negotiate, prepare and submit Registrar of Voter’s project contract proposals; monitor contractor compliance with contractual obligations.
- Assist in preparing project budget documentation and reports; recommend and support identification of project cost‑saving opportunities or efficiencies within the project scope; assist with tracking project spending ensuring projects remain within approved funding levels; monitor project expenditures and financial commitments to ensure compliance with organizational policies, contractual obligations and regulatory requirements.
- Serve as the primary liaison and oversee all cross‑functional project teams; facilitate effective communication and collaboration on project activities, workflows, timelines and deliverables between elections staff, vendor contractors, County departments, external agencies, stakeholders and state and federal partners; ensure all parties remain informed, aligned and accountable for project objectives, milestones and compliance requirements.
