Basic Summary
Chief Harbor Patrol Officer at Port San Luis Harbor District. The role involves supervising public safety functions, patrol operations, compliance with regulations, and administrative responsibilities.
Essential Duties and Responsibilities- Plan, schedule, organize, assign, train, certify, and supervise Harbor Patrol, Lifeguard, and volunteer crew operations.
- Maintain certifications and training for all personnel.
- Supervise land and water patrols, review reports, maintain accurate logs and produce comprehensive incident reports.
- Develop and implement rules, regulations, studies, and enforcement programs.
- Oversee crime prevention, safety education for boaters, assist distressed vessels.
- Provide information to maintenance personnel and external agencies.
- Evaluate staff, give coaching, discipline, and performance improvement.
- Lead in maintaining equipment and budget preparation.
- Participate in strategic planning and program development.
- Respond to emergencies, act as liaison with County EMS, and serve as command during incidents.
- Attend Harbor Commission meetings, prepare reports, explain policies, and serve as acting Harbor Manager when needed.
Skills and Abilities
- Public safety administration, budgeting, procurement, record‑keeping.
- Effective management, supervision, community relations, and law enforcement.
- Preparation of business writing and oral communication.
- Board operations, emergency response, vessel operations, first aid.
- Legal interpretation of city, state, federal laws and regulations.
- Fraud prevention, complex management analysis, and negotiation.
- Use of computer software (word processing, spreadsheets).
Required:
High school graduate + five years of experience as Harbor Patrol Officer or equivalent in law enforcement, fire, or marine safety. Current valid California Class C driver’s license.
Preferred:
Bachelor’s degree in criminal justice, law enforcement, or related field; certifications in First Aid, CPR, Boating Safety, Law Enforcement, and OUPV‑Operator.
Standing, walking, lifting up to 50 pounds, exposure to weather, noise and chemicals. Willingness to work irregular hours and weekends.
