Overview

The County of Riverside's Department of Facilities Management has an exciting opportunity for a Supervising Real Property Agent to join the Real Estate Division in Riverside.

The County of Riverside’s Department of Facilities Management is seeking an experienced Supervising Real Property Agent to lead complex commercial real estate acquisitions and disposition transactions. Reporting to the Deputy Director of Facilities Management, this position oversees a team of Real Property Agents and manages the full spectrum of property acquisition activities, including negotiating purchase and sale agreements, title and appraisal review, easement and land use coordination, escrow management, and contract formation for County real estate transactions.

The ideal candidate will bring extensive commercial acquisition experience, strong leadership in supervising and mentoring agents, and deep knowledge of real estate law, title and escrow processes, and transaction management. This role requires proven expertise in commercial property negotiations, due diligence, and strategic acquisition/disposition planning to support the County’s real estate portfolio.

Responsibilities
  • Plans, organizes, and supervises the work of real property agents; schedules and assigns work based upon workload and priorities; monitors and coordinates work to ensure timely and accurate completion.
  • Interprets and explains policies and procedures to staff and other departments; makes special investigations in connection with the condition, sale, or purchase of real property.
  • Prepares or supervises the preparation of property descriptions, appraisals, deeds, transfers of ownership and other documents and agreements related to the use or transfer of real estate.
  • Prepares and reviews resolutions for board action; negotiates difficult agreements for the purchase, encumbrance, or use of property; provides public information and resolves issues.
  • Prepares presentations, analysis, reports and other deliverables per department needs or management direction.
  • Conducts or supervises real property agents engaged in studies relating to property due diligence, land acquisition statistics, information and analysis.
  • Participates in the selection and training of new employees and staff development programs; prepares performance evaluations of subordinates; prepares correspondence and comprehensive technical reports.
Qualifications

Education: Graduation from an accredited college with a Bachelor's Degree, preferably with major coursework in economics, business or public administration, or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education up to a maximum of two years.)

Experience: Four years of experience in the appraisal and negotiation for the acquisition/disposition of commercial real property, negotiation, preparation, and management of complex land use agreements (In some departments general experience in real estate sales and transfers will not be considered as the equivalent of the required real property appraisal and negotiation experience.)

Knowledge of: The laws pertaining to the acquisition of land, improvements, easements, right-of-way and other public purposes; the factors involved in appraising real property and the principles underlying the appraisal process; real property values and the effects of economic trends on value and price and real property laws; title and legal review; due diligence analysis; cost-benefit analysis; methods and techniques of land use management.

Ability to: Plan, organize, supervise, and coordinate the work of others; conduct difficult property purchase and other agreements and to supervise the preparation of complex land conveyance instruments; supervise the interpretation of plats and legal property descriptions; do difficult technical research and to prepare comprehensive reports; establish and maintain cooperative relationships with public and private officials, the general public, and other employees.
