The Finance Director reports to the City Administrator and provides leadership, direction, and business decision support regarding the financial and operational performance of the City of Riverside. This position supervises an Accounts Payable/Payroll Clerk. Primary responsibilities include budgeting, accounting and financial management, reporting and auditing, financial planning, investment and debt management, compliance, and employee supervision.

- Oversee all finance services and day-to-day activities of the Finance department including accounts payable & receivable, payroll, fixed assets, budget management, investments and cash management. Responsible for assigning and evaluating the daily work activities of the Finance department.
- Ensure that all financial, accounting, and administrative functions within the City of Riverside organization are performed according to and comply with the highest professional and accounting standards, as well as local, state and federal laws and regulations.
- Responsible for all accounting transactions, including but not limited to general ledger and accounts payable, to ensure conformity with generally accepted accounting principles (GAAP) and formulates policies and procedures to provide improved operational controls.
- Responsible for coordinating the Tax Increment Financing (TIF) Service Fund ensuring all entries, adjustments and records comply with Generally Accepted Accounting Principles (GAAP).
- Responsible for the development, modification, implementation and maintenance of an automated financial tracking and recordkeeping system to improve efficiency of the Finance department.
- Plan, organize, and supervise the development of the City's operating and capital budget process, including, but not limited to: annual budget information, documentation, legal budgetary filings, strategic budgetary and financial plans as directed by the Governing Body.
- Ensure that the City is supported with accurate, efficient, effective and productive tools, systems and processes for effective business planning, operational reporting, budgeting and analysis.
- Ensure that the City is prepared for budget processes & periodic audits and that financial records provide a fully transparent and accurate accounting of all funds received and disbursed on behalf of the City.
- Oversee the preparation of financial reports, coordinate annual audits, and ensure compliance with government accounting principles and regulations.
- Manage the City’s annual financial report, including the preparation of materials and documentation for the external auditors and the preparation of the Annual Comprehensive Financial Report (ACFR). Ensures Annual Comprehensive Financial Report meets the standards set out by the Government Finance Officers Association and conforms to Generally Accepted Accounting Procedures.
- Develop and prepare standard and customized reports, including summaries of balances, cost information and other reports; assists with processing fiscal period opening/closing transactions; prepares complex documents including but not limited to financial statements, annual department budget.
- Responsible for reviewing and overseeing the annual audit conducted by the City’s independent outside auditors.
- Ensure the City’s leadership, including the Mayor and Board of Aldermen is supported with timely and accurate planning, accounting, and reporting of financial and operational outcomes.
- Oversee the development and implementation of goals, objectives, policies, and priorities for the finance department. Monitor and evaluate the quality, responsiveness, efficiency, and effectiveness of the department’s programs and services.
