Role Context
The Senior Project Controls Specialist will provide integrated oversight of project schedule, cost, resources, revenue, and financial performance. The role combines planning and cost control disciplines to give project leadership a dependable view of actual performance against approved baselines. Through detailed variance analysis, Earned Value Management, forecasting, and structured reporting, the specialist will identify emerging issues before they materially affect project results.
The position will also coordinate closely with project management, planning, finance, billing, and other departments to maintain accurate cost allocation and realistic forecasts.
- Develop and maintain baseline schedules for construction, design, and related project activities.
- Analyze project status against approved baseline schedules and identify emerging deviations.
- Coordinate with Project Managers to establish Work Breakdown Structures suitable for schedule and cost control.
- Develop baseline budgets covering project resources, revenue, expenditure, and anticipated delivery requirements.
- Maintain alignment between budget structures, cost accounts, project activities, and reporting requirements.
- Analyze actual and forecast cost performance against approved baselines.
- Prepare weekly and monthly cost tracking reports for project leadership.
- Establish resource, revenue, and cost projections in coordination with project teams.
- Update forecasts using current performance data, commitments, historical trends, and identified risks.
- Perform detailed variance analysis against approved schedule and financial projections.
- Identify significant deviations and recommend corrective actions to responsible project personnel.
- Use historical performance information to improve future project planning and forecasting accuracy.
- Monitor physical and financial progress throughout project execution.
- Apply Earned Value Management principles to evaluate project performance.
- Calculate and report Earned Value, Estimate at Completion, and Estimate to Complete.
- Analyze cost and schedule trends to forecast anticipated final project outcomes.
- Support monthly and quarterly project performance reviews.
- Prepare explanations and supporting analysis for major cost, schedule, revenue, or resource variances.
- Assist the Project Director with preparation and finalization of project business plans.
- Coordinate project controls information required for business planning and management reviews.
- Customize project control systems, procedures, reports, and workflows to suit individual project requirements.
- Work with Finance, Planning, Commercial, Project Management, and other departments to improve cost visibility.
- Verify that project expenditure is charged to the correct jobs, cost accounts, and work packages.
- Maintain cost control records and resolve inconsistencies affecting project reporting.
- Develop and maintain project schedules using appropriate project controls platforms.
- Monitor design and construction milestones and highlight activities requiring management attention.
- Support billing activities by preparing invoices and coordinating required supporting information.
- Follow up with relevant stakeholders to facilitate timely invoice processing and collection.
- Maintain billing and collection records as part of overall project financial monitoring.
- Prepare trackers and logs covering costs, revenues, forecasts, billing, outstanding issues, and management actions.
- Develop dashboards and reporting outputs that clearly communicate project controls performance.
- Use Power BI to improve visualization of cost, schedule, and project performance information.
- Participate in project meetings and provide project controls analysis where required.
- Coordinate with stakeholders to obtain accurate and timely schedule and financial information.
- Maintain comprehensive records of baseline changes, forecasts, assumptions, and approved adjustments.
- Support identification of project control risks and implementation of mitigation measures.
- Provide guidance to project teams on project controls procedures and reporting requirements.
- Supervise and mentor Project Controls Engineers when assigned.
- Support personnel development and provide performance feedback for direct reports.
- Contribute to improvements in project controls systems, reporting practices, templates, and analytical methods.
