Position: Business Development Manager (B2G)

Overview

We are seeking an experienced Business Development Manager to lead our growth initiatives across the Kingdom of Saudi Arabia. The ideal candidate is a strategic thinker with a proven track record in B2G business development, capable of building trusted relationships with government entities and driving large-scale projects that align with Saudi Arabia’s national transformation goals.

Key Responsibilities
  • Lead and manage pursuit activities for business opportunities across the Kingdom.
  • Develop and execute strategic and tactical plans to achieve business growth and revenue targets.
  • Identify, pursue, and secure new business opportunities within the public sector.
  • Build and maintain strong relationships with key government stakeholders, decision-makers, and partners.
  • Act as a trusted advisor and subject matter expert on the Maximus business model, ensuring alignment with client and national objectives.
  • Collaborate with internal teams (Finance, Legal, HR, IT, etc.) to ensure smooth contracting and implementation cycles.
  • Drive strategic account planning, forecasting, and reporting to support business development goals.
  • Provide market insights and innovative ideas to enhance business strategies and operational excellence.
  • Partner cross-functionally to develop tailored solutions that address public sector priorities.
Qualifications & Skills
  • Bachelor’s degree in Business Administration, Marketing, or a related field (Master’s degree preferred).
  • Proven experience in business development or sales within the public sector (B2G).
  • Strong understanding of government operations, procurement processes, and stakeholder engagement.
  • Excellent negotiation, communication, and relationship management skills.
  • Commercial acumen with the ability to translate opportunities into actionable strategies.
  • Strong leadership and project management skills.
  • Proficient in MS Office Suite.
  • Fluency in Arabic and English (written and spoken).
Preferred Experience
  • Experience managing or supporting large-scale, multi-year public sector programs involving multiple vendors or agencies.
