The DLP Specialist will support the transition of completed assets from project delivery into stable operations by maintaining disciplined control over defects, snags, warranties, and outstanding handover obligations. The position will ensure that incomplete works and recurring defects are not allowed to migrate into operations without clear ownership, corrective action, evidence, and contractual accountability. Working across project delivery, Asset Management, Facilities Management, operations, consultants, contractors, and service providers, the role will provide the coordination needed to close technical and operational gaps before and during the Defects Liability Period.
The specialist will also assess each defect from an operational perspective, considering safety, maintainability, statutory compliance, service quality, and the impact on residents, visitors, and public-facing assets.
- Support daily management of Defects Liability Period activities across assigned assets.
- Coordinate snagging and defect close-out from identification through formal acceptance.
- Participate in inspections and joint walkthroughs with project and operational stakeholders.
- Identify incomplete works, defects, deficiencies, and operational readiness gaps.
- Verify that observations are clearly described and supported by appropriate evidence.
- Record each defect within the approved tracking system.
- Assign appropriate defect categories and priorities.
- Ensure every open item has an accountable owner.
- Establish target completion dates for rectification actions.
- Maintain clear escalation routes for overdue or high-risk defects.
- Track defect status throughout the full close-out cycle.
- Maintain formal records of completed and accepted closures.
- Conduct verification visits after contractor rectification.
- Confirm that completed repairs address the original defect effectively.
- Reject inadequate or incomplete rectification where supporting evidence is insufficient.
- Monitor recurring defects that indicate underlying asset or workmanship problems.
- Escalate repeated failures to the DLP and Snagging Manager.
- Track contractor response times against required performance standards.
- Monitor the quality of repairs completed during the DLP.
- Assess whether corrective work creates secondary defects or operational issues.
- Monitor outstanding contractor liabilities.
- Maintain visibility of unresolved warranty obligations.
- Coordinate warranty claims where defective equipment or materials require replacement.
- Track warranty expiration dates where relevant to outstanding defects.
- Ensure contractor obligations remain clearly documented throughout the liability period.
- Support asset handover inspections.
- Review readiness of completed areas before operational acceptance.
- Identify defects that could prevent safe or effective occupation.
- Support phased acceptance of assets where permitted.
- Review O&M manuals for completeness and operational usefulness.
- Verify that required asset registers are available and updated.
