- Rail and Infrastructure in Riyadh, Saudi Arabia is a senior Transportation-Trucking-Railroad opportunity for an experienced professional specializing in government relations, stakeholder mapping, engagement planning, issue resolution, and multidisciplinary project coordination. AECOM is hiring for this on-site role to manage complex stakeholder interfaces across rail, metro, and major infrastructure programs while maintaining productive relationships with government agencies, external organizations, project teams, and regional delivery partners.

Role Context The Stakeholder Manager will provide senior coordination across projects where successful delivery depends on government engagement, external approvals, regional interfaces, and the timely resolution of stakeholder concerns. The position combines project management discipline with structured stakeholder engagement, helping multidisciplinary teams understand external dependencies and maintain alignment with organizations that can influence project progress. Strong Arabic and English communication will be essential for navigating the Saudi operating environment and maintaining effective relationships across diverse stakeholder groups.

Key Responsibilities
  • Manage stakeholder activities for moderately complex rail, metro, transportation, and infrastructure projects.
  • Develop comprehensive stakeholder maps identifying government agencies, authorities, external organizations, communities, and other parties influencing project delivery.
  • Establish engagement strategies appropriate to each stakeholder 's responsibilities, influence, requirements, and project interface.
  • Maintain structured engagement plans covering meetings, consultations, commitments, approvals, actions, and follow-up requirements.
  • Build and sustain professional relationships with Saudi government agencies and other external stakeholders.
  • Act as a coordination point between project teams and external organizations on significant project matters.
  • Facilitate meetings and technical discussions to clarify requirements and resolve stakeholder concerns.
  • Track stakeholder issues from identification through escalation, resolution, and formal closure.
  • Identify emerging interface risks that could affect approvals, schedules, scope, construction activities, or project objectives.
  • Coordinate with engineering, project controls, scheduling, cost management, estimating, procurement and administrative teams.
  • Support projects involving multiple technical services and regional delivery organizations.
  • Manage assigned project phases from planning and stakeholder preparation through implementation and closeout where required.
  • Coordinate stakeholder considerations associated with environmental protection, due diligence, disputes, and other complex project requirements.
  • Maintain clear records of stakeholder correspondence, decisions, commitments, approvals, and outstanding actions.
  • Provide project leadership with accurate reporting on stakeholder status, critical issues, dependencies, and upcoming engagement requirements.
  • Develop resolution strategies for complex or sensitive stakeholder matters and coordinate implementation with responsible teams.
  • Ensure stakeholder commitments are communicated to relevant disciplines and reflected in project activities where applicable.
  • Support senior management during high-level government and external stakeholder engagements.
  • Provide leadership and coordination to multidisciplinary project personnel where assigned.
  • Work independently on established project objectives while seeking technical guidance for unusual or particularly complex matters.

Ideal Profile Candidates should hold a bachelor 's degree in Engineering, Communications, Business, or a related field and possess at least 18 years of professional experience.
