Saudi Gold Refinery (SGR) is seeking a Compliance Officer in Riyadh, Saudi Arabia to support the integrity of our refining and bullion operations. This role focuses on executing monitoring activities for anti-money laundering, supply chain due diligence, and regulatory adherence. The officer will ensure that SGR meets its obligations under Saudi law and international standards.
Key ResponsibilitiesThe Compliance Officer will execute the following responsibilities to ensure regulatory adherence and operational integrity.
This position reviews customer and supplier due diligence files to ensure completeness of KYC documentation and beneficial ownership identification. It screens transactions against sanctions lists and high-risk jurisdiction indicators using approved compliance software tools.
Control TestingThe officer executes scheduled compliance tests on vault access logs, weight certificates, and assay records to detect control deviations. It documents findings from compliance tests and follows up with process owners to implement corrective actions within specified deadlines.
Audit SupportThe role supports internal and external auditors by retrieving requested documents and explaining compliance processes during fieldwork. It maintains a centralized repository of all licenses, permits, and regulatory correspondence to ensure immediate availability during inspections.
Policy MaintenanceThis position updates standard operating procedures to reflect changes in national laws and international precious metals standards. It delivers targeted training sessions to employees on anti-bribery, conflict of interest, and whistleblowing policies.
The officer logs all reported compliance breaches or suspicious activities into the central register for tracking and analysis. It supports preliminary fact-finding investigations by gathering relevant transaction data and interview notes under supervision.
The role assists in the annual risk assessment of the supply chain to align with LBMA Responsible Gold Guidance and OECD standards. It analyzes historical compliance data to identify emerging trends and areas of heightened risk.
Liaises with external legal advisors to clarify interpretations of new regulatory directives.
Qualifications- Bachelor's degree in Law, Business Administration, Finance, or a related field from an accredited university.
- Minimum of three years of experience in compliance, internal audit, or risk management within the banking, mining, or precious metals sector.
- Demonstrated knowledge of Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF) regulations in Saudi Arabia.
- Proficiency in reviewing legal contracts and regulatory texts to extract actionable compliance requirements.
- Strong analytical skills with the ability to interpret large datasets for anomaly detection in transaction monitoring.
- Fluency in English and Arabic is required to handle local regulatory communications and international standards documentation.
- High level of integrity and discretion when handling sensitive company data and investigation materials.
- Knowledge of ISO 9001, ISO 14001, and ISO 45001 management system standards.
- Experience with enterprise governance, risk, and compliance (GRC) software platforms.
- Professional certification such as CAMS, CIA, or CFE.
- 100% completion of scheduled compliance tests with reports delivered within five business days of test completion.
- Zero major non-conformities in external audits related to compliance scope during the performance period.
- 90% of identified compliance incidents are resolved within the agreed remediation timeframe.
- All regulatory licenses and permits are renewed at least 30 days before expiration dates.
