Role OverviewA leading international project and programme management consultancy is seeking an experienced Senior Project Manager – External Works to support the delivery of a major landmark development programme in Riyadh.
The successful candidate will lead the planning, coordination, and execution of all external works packages, ensuring delivery is achieved safely, on programme, within budget, and to the highest quality standards. This role requires a strong leader with extensive experience managing complex infrastructure, public realm, and multidisciplinary construction environments.
Key Responsibilities- Lead delivery of all external works packages across a major development programme.
- Manage infrastructure and public realm works including roads, paving, grading, utilities, drainage, landscaping, retaining structures, and access routes.
- Coordinate interfaces between external works, buildings, MEP systems, infrastructure, and specialist contractors.
- Oversee contractor performance, ensuring delivery against programme, quality, cost, and HSE requirements.
- Drive construction sequencing, logistics planning, and work-front coordination across multiple concurrent packages.
- Monitor progress and proactively manage risks, delays, and technical challenges impacting delivery.
- Ensure all works are delivered in accordance with approved drawings, specifications, and authority requirements.
- Lead coordination meetings with consultants, contractors, stakeholders, and client representatives.
- Support procurement activities, contractor mobilisation, and package planning.
- Review construction methodologies and ensure safe and efficient site operations.
- Manage quality assurance processes including inspections, testing, snagging, and handover activities.
- Support commissioning and integration of infrastructure and utility systems.
- Prepare executive-level progress reports, programme updates, and risk assessments.
- Promote a strong safety culture and ensure compliance with all HSE regulations and standards.
- Provide leadership and mentorship to project engineers and site management teams.
- Bachelor’s degree in Civil Engineering, Construction Management, or related discipline.
- Minimum 8+ years of experience managing large-scale external works or infrastructure projects.
- Proven experience delivering complex roads, utilities, grading, landscaping, and public realm packages.
- Experience working on major infrastructure, mixed‑use, hospitality, sports, entertainment, or giga‑project developments preferred.
- Strong understanding of infrastructure coordination, site logistics, and interface management.
- Demonstrated experience managing contractors and multidisciplinary project teams.
Excellent knowledge of construction methodologies, project delivery processes, and quality standards. - Strong leadership, communication, and stakeholder management skills.
- Experience working within the Middle East or on major international programmes highly desirable.
