Operations Manager, Regulatory Compliance Specialist
Oversee and manage all on‑site construction activities across all disciplines including civil, architectural, mechanical, electrical and plumbing works in large‑scale retail, commercial, healthcare, residential and mixed‑use projects. Lead, manage and mentor multidisciplinary construction teams comprising project engineers, site engineers, site supervisors, technicians and skilled workers. Plan, coordinate and monitor project execution to ensure alignment with approved schedules, budgets and quality standards.
Serve as the primary on‑site point of contact for clients, consultants, contractors and government authorities, maintaining strong professional relationships throughout the project lifecycle.
- Develop and implement construction methodologies, work plans and resource allocation strategies to optimize productivity and efficiency.
- Monitor and control project progress, cost performance, manpower deployment and material management, implementing corrective measures where required.
- Ensure full compliance with Health, Safety and Environment (HSE) regulations, Saudi Arabian labour laws and contractual obligations at all times.
- Coordinate with procurement, planning, quality and HR departments to ensure adequate resources and materials are mobilised on time.
- Prepare and present detailed progress reports, site updates and performance metrics to senior management and clients.
- Conduct regular site inspections, coordination meetings and toolbox talks to maintain quality, safety and productivity standards.
- Manage subcontractor and vendor performance including coordination, monitoring, quality assurance and dispute resolution.
- Identify and mitigate project risks proactively, resolving technical and operational challenges with design consultants and project management.
- Oversee testing, commissioning, snagging and handover activities to ensure seamless project completion and client satisfaction.
- Ensure adherence to project specifications, Saudi Building Code (SBC) and international construction standards.
- Bachelor’s degree in civil engineering, Construction Management, Architectural Engineering, or a related discipline from a recognised university.
- Master’s degree is an advantage.
Minimum 12 to 15 years of progressive experience in construction management for multidisciplinary construction projects. Proven track record of successfully managing large‑scale retail, commercial, healthcare, residential and mixed‑use projects. Extensive hands‑on experience managing all construction disciplines including civil, architectural, MEP and finishing works. Strong background in managing construction teams, subcontractors and site operations.
Certifications (Preferred)- Project Management Professional (PMP)
- OSHA or NEBOSH safety certification
- Familiarity with ISO 9001 / ISO 45001 standards
Proficiency in English is mandatory. Strong verbal and written communication skills are essential for coordination with clients, consultants, contractors, and site teams.
Technical Skills- Ability to read and interpret drawings and specifications across all disciplines.
- Strong knowledge of Primavera P6, MS Project or equivalent project planning and scheduling tools.
- Familiarity with construction management ERP systems and digital project management platforms.
- Solid understanding of construction contracts, including FIDIC, cost management and quality assurance frameworks.
- Experience with construction methodologies, resource planning and productivity optimisation.
- Strong understanding of Saudi Building Code (SBC) and Saudi Arabian construction regulations.
- Strong leadership and decision‑making capabilities.
- Excellent negotiation, conflict resolution and stakeholder management skills.
- High level of professionalism, integrity and accountability.
- Ability to work under pressure and manage multiple priorities simultaneously.
- Proactive approach to problem‑solving and risk mitigation.
