Role Context

The Senior Pavement Specialist will act as a technical authority for pavement works across design, procurement, and construction stages. This position helps ensure that pavement engineering solutions are durable, compliant, buildable, cost‑effective, and aligned with client requirements, authority approvals, project standards, and quality benchmarks. The role requires close coordination with design consultants, PMCM consultants, contractors, construction teams, internal technical teams, and authority stakeholders to resolve technical risks and support successful implementation of road pavement works on site.

Key Responsibilities
  • Act as the technical pavement expert across design, procurement, construction, and delivery phases of major roads infrastructure works.
  • Provide technical oversight for pavement‑related disciplines, including asphalt pavement, concrete pavement, road layers, geotechnical inputs, soils, and construction methodology.
  • Review engineering solutions to confirm they are technically sound, constructible, compliant, durable, and aligned with authority approvals.
  • Review design submissions including drawings, specifications, Bills of Quantities, technical reports, pavement details, construction documents, and procurement‑ready materials.
  • Coordinate construction documents such as drawings, specifications, BOQs, method statements, technical reports, quality plans, and pavement‑related deliverables.
  • Interface with design consultants, PMCM consultants, contractors, internal teams, and stakeholders to resolve pavement and roads construction technical issues.
  • Lead technical design reviews and value engineering workshops to improve pavement performance, construction efficiency, durability, and cost outcomes.
  • Support multidisciplinary coordination between pavement, roads, civil works, geotechnical, drainage, utilities, traffic, and construction management teams.
  • Collaborate with construction managers to ensure technical requirements are correctly interpreted and implemented on site.
  • Provide technical guidance on asphalt batching plant checklist requirements, road construction equipment, construction sequencing, layer placement, compaction, testing, and quality control procedures.
  • Review asphalt mix design requirements, pavement material suitability, construction tolerances, testing plans, and site quality control methods.
  • Monitor technical compliance during different road construction stages, including subgrade, subbase, base course, asphalt layers, concrete pavement interfaces, and related works.
  • Identify technical risks, design gaps, construction conflicts, and quality concerns and support timely mitigation throughout the project lifecycle.
  • Track technical issues and coordinate practical solutions with contractors, consultants, project teams, and relevant stakeholders.
  • Review adherence to client requirements, project objectives, design criteria, quality benchmarks, and applicable pavement standards.
  • Maintain current awareness of international and regional codes, road pavement standards, authority requirements, and technical best practices.
