OverviewStakeholder Interface Officer – Transit in Riyadh, Saudi Arabia is a Transportation‑Trucking‑Railroad opportunity with Parsons Corporation for a Saudi National professional experienced in stakeholder coordination, authority engagement, utility interface support, government communication, land access coordination, and public transportation project delivery. This role supports rail and transit infrastructure programs by helping maintain productive relationships with public authorities, utility providers, transport stakeholders, community representatives, and senior decision‑makers while assisting the project team in resolving stakeholder issues that may affect delivery progress.
Key Responsibilities- Build and maintain relationships with industry partners, public authorities, government entities, utility providers, transport stakeholders, and key decision‑makers.
- Facilitate communication with external stakeholders and industry partners to support project objectives, approvals, coordination needs, and stakeholder alignment.
- Support engagement with government authorities, including the Ministry of Transport, on matters related to transportation infrastructure and public transportation development.
- Coordinate with utility providers including Saudi Electricity Company, ARAMCO, National Water Company, and telecommunications operators to help resolve utility and infrastructure interface issues.
- Support integration of transportation networks through coordination with airports, regional transportation facilities, public transport operators, and related mobility stakeholders.
- Collaborate with traffic and public safety stakeholders including Civil Defense, Riyadh Municipality, and the Ministry of Interior to support traffic coordination and project implementation.
- Assist with land acquisition coordination, access requirements, right‑of‑way matters, stakeholder approvals, and project‑related site access activities.
- Monitor stakeholder issues, regulatory developments, legal precedents, and changes in the political, social, environmental, and industrial environment that may affect project delivery.
- Develop and implement stakeholder engagement strategies that address emerging issues and support successful project outcomes.
- Support community engagement initiatives and contribute to improving the project's public image through proactive communication and expectation management.
- Prepare stakeholder reports, meeting minutes, presentations, coordination documents, action trackers, and issue logs.
- Support timely resolution of stakeholder concerns, coordination conflicts, authority comments, and project‑related issues.
- Maintain accurate records of stakeholder commitments, correspondence, approvals, decisions, risks, and follow‑up actions.
- Coordinate with internal project teams to ensure stakeholder requirements are reflected in project planning, construction sequencing, access arrangements, and delivery activities.
- Escalate critical stakeholder issues to the Stakeholder Manager and project leadership with clear background, risk assessment, and recommended actions.
- Promote professional, transparent, and respectful communication across government, utility, community, and project stakeholder groups.
- Bachelor's degree in Architecture, Civil Engineering, Construction Engineering, or a related discipline.
- Saudi National candidate required.
- Minimum 10 years of relevant experience in stakeholder coordination, infrastructure delivery, public sector liaison, utility coordination, or transportation project support.
- At least 5 years of professional experience within a rail, metro, transit, or public transportation development environment.
- Strong knowledge of Riyadh's government, utility, transport, traffic, and stakeholder landscape.
- Established relationships across relevant authorities and organizations preferred.
