Role Overview

The HSE Specialist - Project Safety in Riyadh, Saudi Arabia is a Construction opportunity with Parsons Corporation for a Saudi National safety professional experienced in SH&E program implementation, site inspections, audits, hazard assessments, incident support, safety training, and compliance documentation. This role supports major infrastructure and construction projects by helping project teams apply safety controls, maintain ESHARP requirements, improve workforce awareness, and promote a safe and compliant work environment across active project sites.

Responsibilities
  • Assist the Project or Program Manager in implementing and maintaining Safety, Health, and Environmental programs across project sites.
  • Support the administration and execution of site‑specific SH&E plans in line with project, client, company, and regulatory requirements.
  • Conduct project and worksite audits to verify compliance with corporate standards, policies, procedures, and safety expectations.
  • Perform regular workplace inspections to identify hazards, unsafe practices, environmental risks, and compliance gaps.
  • Provide practical recommendations to eliminate or control safety, health, and environmental risks.
  • Prepare and submit inspection reports, audit reports, safety observations, and corrective action recommendations.
  • Monitor project planning and work execution to ensure activities comply with Parsons Environmental, Safety, Health, and Risk Program requirements.
  • Support occupational injury reporting, incident reporting, incident management, and follow‑up processes.
  • Assist with incident investigations and help track corrective and preventive actions through closure.
  • Analyze inspection findings, audit results, incident trends, and safety observations to support continuous improvement initiatives.
  • Prepare clear SH&E reports, trend summaries, action trackers, and safety documentation for project review.
  • Assist with new employee safety orientations, onboarding activities, site inductions, and project‑specific awareness sessions.
  • Deliver SH&E training programs and promote recognized safety standards and industry best practices across project teams.
  • Maintain accurate training records, compliance documentation, inspection files, audit evidence, and safety logs.
  • Participate in routine safety briefings, toolbox talks, workforce awareness programs, and contractor engagement activities.
  • Coordinate with project teams, contractors, clients, supervisors, and stakeholders to promote a strong safety culture.
  • Support emergency preparedness activities, drills, response planning, and safety performance improvement.
  • Identify hazards and recommend practical corrective and preventive actions to support safer work execution.
  • Perform additional SH&E responsibilities as required to support compliant project delivery.
Ideal Profile
  • Bachelor's degree in Occupational Safety and Health or a related field.
  • Equivalent practical experience may be considered where appropriate.
  • Saudi National candidate required.
  • Minimum 5 years of experience in Health, Safety, and Environmental or SH&E roles.
  • Working knowledge of applicable health, safety, and environmental regulations, compliance requirements, and reporting procedures.
  • Knowledge of recognized safety standards and industry best practices, including ANSI, NFPA, and related standards.
  • Experience conducting safety audits, workplace inspections, hazard assessments, compliance reviews, and incident investigations.
  • Experience delivering safety training, employee orientations, toolbox talks, and workforce awareness programs.
  • Ability to identify hazards and recommend practical corrective and preventive actions.
  • Knowledge of risk management methodologies and occupational safety management systems is preferred.
  • Experience on major infrastructure, transportation, rail, or construction projects is advantageous.
  • Professional safety certifications are an advantage.
