Quantity Surveyor – Infrastructure in Riyadh is a full‑time opportunity with Parsons Corporation. The role supports tender evaluation, BOQ validation, cost estimates, interim payment reviews, change‑order assessment, and client‑side quantity surveying within a major infrastructure PMO. Candidates will drive reliable cost visibility across design, tendering, construction, change management, and payment processes, validating quantities, reviewing valuation logic, and advising on commercial decisions for large civil works programs.
Key Responsibilities- Support commercial evaluation of tender submissions, including quantity checks, cost analysis, pricing review, and comparison of contractor submissions.
- Prepare, review, and validate project budgets and cost estimates after design packages are issued.
- Review priced and unpriced designer BOQs to confirm completeness, accuracy, consistency, and alignment with project scope.
- Lead and support the PMCM Quantity Surveying team in finalising BOQ remeasurements across project stages.
- Review Interim Payment Applications and Certificates after PMCM checks, focusing on quantities, measurement rules, valuation logic, and supporting evidence.
- Support the evaluation of change orders, variations, and claims through quantity take‑offs, cost impact reviews, and commercial assessment.
- Prepare high‑level cost estimates for variations, confidential studies, client‑driven changes, and ad‑hoc commercial requests.
- Assist in developing, reviewing, and updating program‑level cash flow forecasts.
- Review significant quantities linked to client changes, including fill materials, bridge cladding, landscaping, roads, utilities, and infrastructure packages.
- Coordinate with PMCM commercial teams to improve submission quality, review consistency, and commercial alignment across the program.
- Support workshops with designers on quantity take‑off methodology, BOQ structure, measurement approach, and cost planning expectations.
- Provide independent cost advice to the client when required.
- Maintain clear quantity records, cost review notes, BOQ comments, valuation summaries, and commercial tracking documentation.
- Identify quantity discrepancies, missing scope items, inconsistent rates, measurement concerns, and potential commercial risks.
- Work with project controls, design, commercial, contract, and technical teams to support budget accuracy, change control, and cost reporting.
- Help strengthen commercial governance by ensuring quantities, estimates, and payment recommendations are well supported and traceable.
- Degree in Quantity Surveying, Civil Engineering, or a closely related discipline.
- Minimum 10 years of experience in quantity surveying, cost estimating, commercial management, or cost control.
- Strong experience on major infrastructure, roads, civil works, transportation, or large construction projects.
- Proven pre‑contract and post‑contract quantity surveying experience.
- Experience in PMO, PMC, PMCM, client‑side, or major program delivery environments.
- Strong ability to review BOQs, quantity take‑offs, tender submissions, cost estimates, payment applications, variations, and claims.
- Practical knowledge of measurement principles, valuation logic, infrastructure cost elements, and commercial documentation.
- Strong Microsoft Excel skills for analyzing large cost and quantity datasets.
- Good understanding of budgets, cash flow forecasting, cost reporting, commercial controls, and impact assessment.
- GCC or Saudi Arabia project experience is required.
- Ability to coordinate with designers, PMCM teams, contractors, consultants, client representatives, and internal project stakeholders.
- Strong analytical, organisational, reporting, and problem‑solving skills.
- Detail‑oriented with the ability to identify commercial inconsistencies and recommend practical corrective actions.
- Clear communication skills with the ability to present cost information and commercial recommendations professionally.
