Overview

HSE Specialist - Safety Compliance in Riyadh, Saudi Arabia is a Construction opportunity with Parsons Corporation for a Saudi National safety professional experienced in SH&E program support, site inspections, audits, hazard assessments, incident reporting, safety training, and environmental compliance. This role supports major infrastructure and construction projects by helping project teams apply safety procedures, maintain accurate records, reduce site risks, and promote a strong safety culture in line with corporate, client, and regulatory requirements.

Key Responsibilities
  • Assist Project and Program Management teams in implementing and maintaining Safety, Health, and Environmental programs in accordance with project requirements and corporate standards.
  • Support administration of site‑specific SH&E plans to ensure compliance with regulatory, client, and company requirements.
  • Conduct project and worksite audits to verify compliance with corporate SH&E standards, procedures, and best practices.
  • Perform site inspections to identify hazards, unsafe practices, environmental risks, and compliance gaps.
  • Provide guidance to project personnel on hazard elimination, risk mitigation, safe work practices, and corrective measures.
  • Prepare audit reports, inspection reports, safety observations, and recommendations for corrective and preventive actions.
  • Monitor project planning and work execution to ensure compliance with Parsons Environmental, Safety, Health, and Risk Program management system.
  • Support incident reporting, investigation, occupational injury management, and follow‑up processes.
  • Assist in collecting and analyzing trends from audits, inspections, incidents, near misses, and safety observations.
  • Prepare safety reports that support continuous improvement, management review, and project‑level decision‑making.
  • Assist with new employee safety inductions, onboarding activities, and project‑specific safety orientation.
  • Deliver SH&E training programs and awareness sessions to promote compliance and industry best practices.
  • Maintain accurate SH&E training records, inspection evidence, audit files, compliance documents, and reporting logs.
  • Participate in routine safety briefings, toolbox talks, workforce awareness sessions, and contractor engagement activities.
  • Collaborate with project teams, contractors, clients, supervisors, and stakeholders to promote a positive safety culture.
  • Support emergency preparedness activities, drills, response planning, and continuous improvement of project safety performance.
  • Track corrective and preventive actions to ensure issues are closed within agreed timelines.
  • Perform additional SH&E responsibilities as required to support safe project delivery.
Ideal Profile
  • Bachelor's degree in Occupational Safety and Health or a related field.
  • Equivalent practical experience may be considered where appropriate.
  • Saudi National candidate required.
  • Minimum 5 years of experience in Health, Safety, and Environmental or SH&E roles.
  • Working knowledge of health, safety, and environmental regulations, compliance requirements, and reporting procedures.
  • Knowledge of safety‑related industry standards and best practices, including ANSI, NFPA, and similar standards.
  • Experience conducting safety inspections, site audits, hazard assessments, compliance reviews, and incident investigations.
  • Experience delivering safety training, toolbox talks, awareness programs, and employee induction sessions.
  • Ability to identify risks and support practical corrective and preventive actions.
  • Knowledge of risk management methodologies and occupational safety management systems is preferred.
  • Experience on major infrastructure, transportation, rail, or construction projects is advantageous.
  • Professional safety certifications are an advantage.
  • Experience working in multicultural and fast‑paced project environments is preferred.
  • Strong analytical, reporting, coordination, and problem‑solving skills.
