Role Overview

Senior HSE Manager - Safety Programs in Riyadh, Saudi Arabia is a construction hiring opportunity for an experienced health, safety, and environment professional who can support the planning, implementation, supervision, and performance monitoring of job safety programs across major project facilities. This role is ideal for a safety-focused manager with strong knowledge of workplace hazard control, accident record analysis, safety audits, inspection procedures, compliance reporting, and practical HSE leadership within engineering and construction operations.

Salary: 28,000 – 42,000 SAR per month (estimated range, final offer confirmed by employer).

Key Responsibilities
  • Assist in the establishment, implementation, and day‑to‑day supervision of job safety programs across assigned project facilities.
  • Identify, assess, eliminate, or control hazards that may affect employees, contractors, visitors, assets, equipment, or property.
  • Represent the program in safety‑related matters connected to internal activities, external coordination, site operations, and facility performance.
  • Monitor program safety performance and provide practical recommendations to improve compliance, prevention, and incident control.
  • Conduct regular facility safety inspections to evaluate workplace conditions, risk exposure, and adherence to approved safety procedures.
  • Perform safety functions within the approved scope of the job safety program and professional capability.
  • Analyze accident records, incident trends, and safety data, then issue clear reports on a scheduled basis for management review.
  • Monitor employee safety behavior and performance across assigned functions of the job safety program.
  • Carry out safety audits through review of safety records, inspection findings, facility conditions, and corrective action progress.
  • Support compliance with SHARP management requirements and relevant health and safety reporting procedures.
  • Give safety responsibilities higher priority when supporting any non‑safety duties required by project operations.
  • Work with project teams, quality assurance personnel, contractors, and site leadership to improve safe working practices.
  • Maintain organized HSE documentation, audit evidence, inspection records, accident analysis reports, and safety performance updates.
  • Perform additional responsibilities related to the Senior HSE Manager role as required by the project.
Ideal Profile
  • Bachelor’s degree in Health, Safety, Occupational Safety, Environmental Health, Engineering, or an equivalent field.
  • Minimum 5 years of relevant experience in HSE, safety management, construction safety, facility safety, or occupational health and safety.
  • Good working knowledge of federal and state health and safety regulations, compliance requirements, and reporting procedures.
  • Proven ability to conduct inspections, review safety performance, analyze accident records, and prepare professional HSE reports.
  • Strong understanding of hazard identification, risk control, incident prevention, safety auditing, and corrective action follow‑up.
  • Clear written and oral communication skills for safety briefings, reporting, coordination, and stakeholder discussions.
  • Ability to prioritize safety issues, take practical action, and support teams in maintaining safe work environments.
  • Comfortable working within multidisciplinary construction, engineering, quality, and program management teams.
  • Professional safety certifications such as NEBOSH, IOSH, OSHA, or equivalent training would be an advantage.
  • Strong personal commitment to safety culture, compliance discipline, employee wellbeing, and continuous improvement.
