A Tier-1 main contractor is seeking an experienced HSE Manager for a large-scale infrastructure project in Saudi Arabia. This is a site-based position requiring a hands‑on safety leader who can drive HSE performance across a complex construction environment while maintaining the highest standards of compliance and governance.

The Company

The client is a well‑established construction company with over five decades of experience delivering major infrastructure projects across the Kingdom, playing a key role in supporting Vision 2030 through engineering excellence.

The Role

Reporting to the Project Director, the HSE Manager will be responsible for leading and driving all HSE activities across major construction projects. This role requires someone who can effectively balance hands‑on operational safety management with robust compliance, reporting and governance requirements, while playing a critical role in fostering a proactive safety culture, ensuring compliance with company and regulatory standards, and providing the authority and leadership necessary to stop unsafe work and escalat…

Key Responsibilities
  • Lead the implementation and continuous improvement of project HSE strategies, policies and procedures.
  • Conduct regular site inspections, audits and risk assessments to ensure compliance with company and statutory requirements.
  • Promote a strong safety culture through engagement with project teams, subcontractors and stakeholders.
  • Investigate incidents, identify root causes and implement corrective and preventive actions.
  • Prepare and maintain HSE documentation, reports, statistics and compliance records.
  • Monitor contractor performance and ensure adherence to project HSE standards.
  • Deliver HSE training, toolbox talks and awareness programmes across project teams.
  • Provide practical guidance and leadership on site, taking decisive action to address unsafe behaviours and conditions.
  • Escalate critical safety concerns and stop work activities where necessary to protect personnel and project operations.
Candidate Profile

The successful candidate will have extensive HSE leadership experience within large-scale construction and infrastructure projects and demonstrate:

  • 15+ years of experience in HSE within the construction sector.
  • NEBOSH Diploma or equivalent internationally recognised HSE qualification.
  • Strong knowledge of construction HSE regulations, standards and best practices.
  • A practical, solutions-focused approach with the ability to operate effectively on site.
  • The ability to balance hands‑on site engagement with strong administrative and reporting capabilities.
