Overview

Leverage your expertise and join the dynamic team of a leading Saudi contractor focused on high-quality large-scale residential projects in Saudi Arabia. As a Lead Cost Control Engineer, you will be responsible for leading all project cost control activities throughout the project lifecycle. You will oversee project budgets, cost forecasting, earned value analysis, change management, and financial reporting while ensuring projects are delivered within approved budgets.

You will work closely with Planning, Commercial, Procurement, Finance, and Project Management teams to provide accurate cost visibility and support executive decision-making.

Key Accountabilities
  • Lead all project cost control activities across assigned projects from mobilization through project closeout.
  • Develop, monitor, and control project budgets, cost codes, and cost breakdown structures (CBS).
  • Prepare and maintain project cost reports, cost forecasts, cash flow projections, and earned value analysis (EVA).
  • Monitor project commitments, expenditures, accruals, and remaining budgets.
  • Analyze cost variances and provide recommendations to mitigate cost overruns.
  • Coordinate with Planning Engineers to align project progress with cost performance.
  • Review subcontractor payment applications, procurement costs, and variation orders from a cost control perspective.
  • Track change orders, claims, and project risks affecting project cost.
  • Prepare executive cost dashboards and monthly management reports.
  • Support tendering and estimating teams by providing historical cost data and lessons learned.
  • Coordinate with Finance to ensure alignment between project cost reports and financial reporting.
  • Implement and improve cost control procedures, reporting standards, and project controls systems.
  • Lead and mentor Cost Control Engineers while ensuring best practices across all projects.
  • Ensure compliance with company policies, project controls procedures, and client reporting requirements.
Knowledge, Skills, and Experience
  • Bachelor's degree in Civil Engineering, Construction Management, Quantity Surveying, or related discipline.
  • 15+ years of experience in Cost Control within EPC, construction, infrastructure, or large-scale building projects.
  • Proven experience leading Cost Control activities for major construction projects.
  • Strong experience in residential, hospitality, commercial, or mixed-use developments.
  • Advanced knowledge of project budgeting, forecasting, cash flow management, earned value management (EVM), and cost reporting.
  • Strong understanding of project contracts, change management, claims, procurement, and subcontract administration.
  • Experience using project control software such as Primavera P6, Eco Sys, SAP, Oracle, Power BI, or equivalent systems.
  • Strong analytical, financial, and reporting skills.
  • Excellent communication and stakeholder management abilities.
  • Fluent in English (Arabic is an advantage for GCC projects).
