Job Description ## About the RoleBEC Arabia is seeking a highly skilled
** Cost Control - Section Head
** to join our dynamic
** Project Controls Department
** in Riyadh. This role is critical to ensuring the financial success of our large-scale construction and infrastructure projects, which include iconic developments tied to Saudi Vision 2030. As a key leader in cost management, you will oversee project budgets, monitor expenditures, and implement cost control strategies to optimize financial performance.

You will work closely with project managers, engineers, and senior leadership to provide accurate cost forecasts, identify potential risks, and recommend corrective actions.

Key Responsibilities
* ** Lead
* * the development and implementation of cost control systems, procedures, and tools to ensure accurate project cost tracking.
* ** Monitor
* * project budgets and expenditures, ensuring alignment with approved financial plans.
* ** Prepare
* * detailed cost reports, forecasts, and variance analyses for senior management and stakeholders.
* ** Coordinate
* * with project managers and engineering teams to validate cost estimates and identify potential savings.
* ** Ensure
* * compliance with Saudi Labor Law, GOSI, and other relevant regulations for cost-related activities.
* ** Analyze
* * and report on cost trends, risks, and opportunities to support data-driven decision-making.
* ** Develop
* * and maintain cost databases, benchmarks, and historical data for future project planning.
* ** Collaborate
* * with procurement teams to assess vendor costs and negotiate favorable terms.
* ** Review
* * and approve project change orders, ensuring financial implications are accurately captured.
* ** Train
* * and mentor junior cost control staff, fostering a culture of continuous improvement.
* ** Support
* * the implementation of digital construction tools, including BIM, for enhanced cost management.
* ** Participate
* * in audits and reviews to ensure adherence to financial and operational standards.##

Required Qualifications
* ** Bachelor of Science in Civil Engineering, Construction Management, or a related field**.
* Minimum
** 10 years of experience
** in cost control within the construction or infrastructure sectors.
* Proficiency in
** Primavera P6**,
** SAP**, and other cost management software.
* Strong knowledge of
** Saudi Building Code (SBC)
** and
** ARAMCO Approved Vendor standards**.
* Registration with the
** Saudi Council of Engineers (SCE)**.
* Demonstrated expertise in preparing cost forecasts, variance analyses, and financial reports.
* Familiarity with
** ISO 9001
** and
** ISO 45001
** standards.
* Excellent communication and leadership skills.##

Preferred Qualifications
* ** Master’s degree
** in Construction Management, Business Administration, or a related field.
* Certification in
** Project Management Professional (PMP)
** or
** Certified Cost Professional (CCP)**.
* Experience with
** mega-projects
** or government-funded infrastructure developments.
* Knowledge of
** Mostadam
* * or
** LEED
* * green building standards.
* Advanced proficiency in
** BIM-based cost estimation tools**.## Working Conditions
* This role is
** office-based
** in Riyadh, with occasional travel to project sites within Saudi Arabia.
