Overview

The Cost Control Manager will be responsible for monitoring, evaluating, and controlling project costs throughout the lifecycle of the Projects. The role will support project management in maintaining budget compliance, cost forecasting accuracy, financial reporting, and effective commercial decision-making.

Cost Planning & Budget Management

Develop, maintain, and monitor project budgets and cost control systems. Establish cost breakdown structures (CBS) aligned with project work packages and contract requirements. Track project expenditures against approved budgets and identify cost variances. Support the preparation of baseline budgets for bridge and infrastructure construction activities. Monitor commitments, actual expenditures, and forecasted costs throughout the project lifecycle.

Cost Forecasting & Reporting

Prepare detailed cost forecasts and cash flow projections. Perform monthly cost reviews and analyze project cost performance. Identify potential cost overruns and recommend mitigation measures. Prepare periodic cost reports, dashboards, and executive summaries. Ensure accurate forecasting of final project costs and estimate-at-completion (EAC) values.

Earned Value Management (EVM)

Implement and maintain Earned Value Management (EVM) processes. Analyze project trends and provide recommendations for corrective actions. Support management decision-making through performance analysis.

Change Management & Cost Impact Assessment

Support change control processes and maintain change registers. Coordinate with commercial and engineering teams to quantify cost impacts. Prepare cost assessments and recommendations for approval.

Procurement & Commitment Tracking

Monitor procurement budgets and commitments. Review purchase orders, subcontract agreements, and material commitments. Track committed costs against approved budgets. Coordinate with procurement teams to evaluate cost implications of sourcing strategies. Assist in analyzing supplier and subcontractor commercial performance.

Contract & Commercial Support

Support commercial and contract administration teams in cost-related matters. Review interim payment applications and evaluate cost trends. Assist in the assessment of contractor claims, variations, and commercial submissions. Verify financial impacts associated with contractual changes and project risks. Support preparation of financial justifications and commercial recommendations.

Risk Management

Identify project cost risks and opportunities. Develop risk-adjusted cost forecasts. Support maintenance of project risk registers and contingency allocations. Evaluate financial exposure associated with schedule delays, scope growth, and market fluctuations. Recommend proactive strategies to control project costs.

Project Controls Integration

Work closely with Planning Engineers and Project Controls teams to align cost and schedule information. Integrate cost performance with project schedules and construction progress. Support development of project performance metrics and KPI reporting. Facilitate integrated project controls reporting for senior management and client stakeholders.

Qualifications
  • Qualifications Bachelor's Degree in Civil Engineering, Quantity Surveying, Construction Management, Cost Engineering, or a related discipline.
  • Master's Degree in Project Management, Cost Engineering, or Construction Management is an advantage.
Experience Requirements
  • Minimum 8–12 years of experience in cost control and project controls within major construction projects.
  • Minimum 5 years of experience on bridge and transportation infrastructure projects.
  • GCC or Saudi Arabia project experience is highly desirable.
  • Experience working with consultants, PMCs, government authorities, or major contractors is preferred.
