Position : Temporary Infrastructure Quantity Surveyor

Location: Riyadh (Only candidates currently based in Saudi Arabia will be considered.)

Contract Duration: 10th August 2026 - 31st March 2027

We are seeking a Temporary Infrastructure Quantity Surveyor to join a major international sporting event in Saudi Arabia.

Key Responsibilities
  • Prepare and manage cost plans, budgets, estimates, and cash flow forecasts for temporary infrastructure packages.
  • Develop bills of quantities (BOQs), pricing schedules, cost breakdowns, and rate analyses.
  • Coordinate with technical teams to define quantities, specifications, scope, and commercial assumptions.
  • Benchmark costs against market rates, historical projects, and supplier quotations.
  • Identify cost risks, budget pressures, and value engineering opportunities.
  • Maintain cost databases and standard rates for infrastructure works and services.
  • Support preparation of tender documents, BOQs, pricing schedules, and commercial evaluation criteria.
  • Review bidder submissions for pricing accuracy, completeness, and commercial compliance.
  • Prepare tender comparison reports and commercial evaluation analyses.
  • Support contractor negotiations and commercial clarification meetings.
  • Verify pricing and commercial terms are accurately reflected in contracts.
  • Evaluate procurement options including purchase, rental, reuse, and supply & install models.
  • Review contractor payment applications against completed works and approved milestones.
  • Coordinate with technical teams to verify quantities and project progress.
  • Prepare payment recommendations and maintain payment certification records.
  • Monitor advance payments, retention, provisional sums, and contract deductions.
  • Maintain accurate records of certified, committed, paid, and outstanding amounts.
  • Assess, measure, and negotiate contractor variation proposals.
  • Prepare independent cost estimates for change requests and additional works.
  • Maintain variation registers with approval status, values, and forecast impacts.
  • Ensure approved variations are reflected in budgets, forecasts, and contracts.
  • Monitor project expenditure, commitments, accruals, contingencies, and final cost forecasts.
  • Prepare commercial reports and cost dashboards for management.
  • Identify budget variances and potential cost overruns.
  • Reconcile budgets against contracts, payments, and forecast liabilities.
  • Support review of contractor claims, loss & expense submissions, and extension of time costs.
  • Maintain commercial records and support dispute resolution activities.
  • Attend contractor progress and commercial meetings.
  • Review final accounts, payments, claims, and contract close-out activities.
  • Support post-project commercial reporting and lessons learned.
Requirements
  • Bachelor's degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, or a related field.
  • Minimum 7 years of experience in Quantity Surveying, Cost Management, or Commercial Management.
  • Experience in major events, temporary infrastructure, construction, venues, or complex multidisciplinary projects is preferred.
  • Strong experience with BOQs, cost estimation, tender evaluation, valuations, variations, forecasting, and final accounts.
  • Knowledge of FIDIC or other internationally recognized contract forms.
  • Ability to interpret drawings, specifications, BOQs, and contract documents.
  • Strong analytical, numerical, negotiation, reporting, and organizational skills.
  • Advanced proficiency in Microsoft Excel, Word, and PowerPoint.
  • Experience with ERP, quantity surveying, cost management, or contract management systems is preferred.
  • Understanding of Power, Overlay, Dressing & Signage, or similar infrastructure packages is an advantage.
  • Ability to manage multiple contracts and priorities in a fast-paced environment.
  • Fluency in English is required;
    Arabic is an advantage.
  • MRICS, RICS-accredited qualifications, PMP, FIDIC, or equivalent certifications are an advantage.
