Role ContextCommercial control is central to the success of large infrastructure developments involving multiple contracts, delivery models, contractors, and government stakeholders. Cost movement, contractual ambiguity, or poorly managed changes can quickly affect profitability and approved budgets. The Commercial Manager will provide the financial and contractual discipline needed to identify exposure early and maintain defensible project records. Effective negotiation and reporting will help protect Parsons and client interests while supporting fair and timely commercial decisions.
Key Responsibilities- Lead cost planning, budgeting, cash-flow forecasting, and commercial reporting.
- Monitor approved budgets, actual expenditure, commitments, and forecast costs.
- Apply earned-value analysis to evaluate cost and delivery performance.
- Present accurate commercial information to project and executive leadership.
- Administer FIDIC, NEC, and bespoke contract arrangements.
- Verify compliance with contractual obligations and approval procedures.
- Maintain alignment with KSA procurement laws and corporate policies.
- Provide advice on contract interpretation, entitlement, notices, and obligations.
- Identify contractual and financial risks early in the project lifecycle.
- Develop mitigation strategies and contingency measures for major exposure.
- Protect the commercial interests of Parsons and the client.
- Assess variations, change orders, claims, and supporting documentation.
- Lead negotiations involving significant commercial changes.
- Support early dispute avoidance and structured issue resolution.
- Maintain accurate commercial records and decision evidence.
- Serve as the main commercial contact for the client.
- Coordinate with government authorities, consultants, contractors, and major subcontractors.
- Identify opportunities for value optimization and improved commercial outcomes.
- Support pricing reviews and commercial decision-making.
- Lead Quantity Surveyors, Cost Engineers, and other commercial-team members.
- Allocate responsibilities and review the quality of commercial outputs.
- Mentor team members and strengthen professional and technical capability.
- Promote integrity, accountability, collaboration, and consistent contract administration.
- Escalate material commercial matters with clear recommendations.
- Support the successful financial closeout of project contracts.
- Bachelor 's degree in Quantity Surveying, Commercial Management, Civil Engineering, or a related field.
- Minimum 15 years of progressive commercial-management experience.
- Proven involvement in large global engineering or mega-construction programs.
- Essential professional experience in Saudi Arabia or the wider GCC region.
- Strong understanding of Saudi regulatory and procurement frameworks.
- Familiarity with the delivery environment of Vision 2030 developments.
- Expert knowledge of FIDIC contract forms.
- Experience with Design-Build, Design-Bid-Build, and project-management consultancy models.
