Role Context

The Senior Project Manager provides end-to-end leadership across a portfolio of citywide construction projects, coordinating multiple work streams, contractors, consultants, authorities, utilities, and community stakeholders.

The position translates strategic development objectives into coordinated delivery plans and ensures individual projects operate as part of one integrated citywide programme.

Strong control of interfaces, logistics, programme sequencing, traffic diversions, cost, HSE, quality, and stakeholder communication is essential to maintaining progress while reducing disruption across active urban environments.

Key Responsibilities

Lead citywide construction projects from planning and mobilisation through execution, commissioning, handover, and final acceptance.
Develop and maintain integrated master programmes covering project packages, milestones, constraints, interfaces, and dependencies.
Translate strategic development plans into clear project scopes, schedules, resource plans, and delivery priorities.
Coordinate multiple project teams and construction packages to maintain alignment across citywide objectives.
Monitor progress across active projects and identify schedule delays, bottlenecks, and emerging constraints.
Develop and implement recovery plans when progress falls behind approved milestones.
Maintain visibility of critical path activities and key programme dependencies.
Detailed planning will require close coordination across construction activities.
Oversee construction sequencing for roads, utilities, public realm, and urban infrastructure.
Coordinate traffic management, construction access, staging, temporary works, and phased delivery.
Work with planning teams to develop baseline, look-ahead, and recovery schedules.
Monitor performance using Primavera P6, Microsoft Project, or equivalent planning tools.
Review programme assumptions and ensure realistic integration between project packages.
Coordinate long-lead procurement requirements with construction milestones.
Identify procurement risks that could affect continuity of work.
Ensure construction logistics strategies support efficient access, materials movement, and safe operations.

Stakeholder management will form a major part of the position.

Act as a primary point of contact for clients, city authorities, utilities, community representatives, and other external parties.
Lead engagement with traffic police, municipalities, utility providers, and regulatory organizations.
Coordinate interfaces between developers, contractors, public agencies, and adjacent projects.
Resolve stakeholder issues that could affect programme progress or public access.
Maintain communication with communities affected by construction activities.
Present project and programme status clearly to senior leadership and external stakeholders.
Escalate decisions requiring executive intervention where delays or unresolved issues threaten delivery.

Construction delivery oversight will extend across multiple work fronts.

Provide leadership to Construction Managers and site teams responsible for individual project packages.
Ensure works are executed in accordance with approved drawings, specifications, method statements, and contractual requirements.
Monitor contractor productivity, resource deployment, and construction performance.
Coordinate citywide traffic diversions and temporary access arrangements.
