Role Context The Senior Project Manager provides strategic and operational leadership across complex development programmes where infrastructure, transportation, utilities, logistics, construction, and community assets must be delivered as an integrated whole. The position converts development objectives into executable programmes, coordinates multiple project packages, manages critical dependencies, and ensures delivery teams remain focused on agreed outcomes. A major responsibility is creating the logistics framework required for large construction environments.

This includes construction access, materials movement, contractor interfaces, site-wide coordination, staging, and transportation requirements. Effective management of these elements helps prevent congestion, programme disruption, resource conflicts, and safety risks while maintaining progress across multiple active work fronts.

Key Responsibilities
  • Lead the planning, governance, execution, and delivery of major infrastructure and development programmes.
  • Maintain accountability for project performance from concept development through construction, handover, and operational readiness.
  • Develop programme execution strategies, implementation plans, delivery roadmaps, and governance arrangements.
  • Align project strategies with organizational objectives and relevant national development priorities.
  • Manage multiple concurrent projects and packages within a broader programme portfolio.
  • Establish clear priorities across project teams, contractors, consultants, suppliers, and delivery partners.
  • Identify interdependencies between work streams and coordinate timely resolution of conflicts.
  • Maintain visibility of critical decisions, approvals, constraints, and delivery risks.
  • Drive corrective actions when project performance begins to diverge from approved objectives. Programme scheduling will require integrated control across multiple delivery areas.
  • Develop and control master schedules covering design, procurement, construction, testing, handover, and operational readiness.
  • Establish project phasing strategies and critical programme milestones.
  • Monitor progress against approved baselines and identify emerging schedule threats.
  • Coordinate schedule interfaces between infrastructure, transportation, utilities, residential, and community development packages.
  • Review contractor schedules and assess their alignment with overall programme requirements.
  • Develop recovery strategies when delays threaten key milestones.
  • Prioritize resources and activities to protect critical path performance.
  • Ensure dependencies between individual packages are clearly understood and managed.
  • Logistics planning will form a central element of programme delivery.
  • Develop and oversee site-wide construction logistics strategies.
  • Coordinate construction access for contractors, suppliers, equipment, and workforce movements.
  • Establish logistics plans that support multiple simultaneous construction work fronts.
  • Manage interfaces between contractor compounds, storage areas, haul routes, access points, and active construction zones.
